___________________________________________________________________________________ Under the direct supervision of the Public Works Department Supervisors, the Utility Maintenance Technician performs such tasks and duties as are necessary for the operation, routine maintenance and repair of the City's wastewater, and stormwater utilities. Develops and implements program operations, communications, and plans. Prepares complex reports and data analysis, assists the public and vendors in person and on the telephone; prepares correspondence; proofreads and edits information; and irresponsible for program management and coordination.

Exercises independent judgment to respond to issues and concerns of the public and/or staff. Involves considerable coordination with staff of other departments, the public, and/or other agencies. The Utility Maintenance Technician reports to the Utilities Supervisor.

The Utility Maintenance Technician is a senior operational position that does not exercise direct supervision over staff, but does provide training, guidance, and instruction to other personnel on the general maintenance requirements and practices associated with the overall utilities system. This is the advanced journey-level in the utility series that performs complex duties required to ensure that City infrastructure, systems, and facilities are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include performing a wide variety of tasks in the inspection, maintenance and repair of assigned facilities and systems in a timely manner.

This class is distinguished from the Public Works Lead worker classifications in that the latter exercise technical and functional direction over other staff in utility operations. Responsibilities ESSENTIAL RESPONSIBILITIES The following tasks are representative and not to be considered all inclusive. System Maintenance and Repair -Equipment operation Properly operate and maintain all equipment required to maintain the system Conduct routine and emergency line cleaning of various utility assets including but not limited to sanitary mains, sanitary laterals, sanitary manholes, storm lines, storm manholes, and catch basins.

Assure the materials collected in the course of the work are disposed of in accordance with departmental policy -Identify and repair, if necessary, storm or sewer lines, manholes, and catch basins Coordinate, supervise and inspect repair work. Conduct oversight and inspection of contracted services as needed. -Test, monitor, and inspect Conduct flow monitoring, dye tests, smoke tests, and tests of drainage structures, sanitary sewers, and storm sewers Work with citizens and business owners concerning faulty or illegal hook-ups.

Work with Industrial Pretreatment Coordinator to report illegal discharge. -Perform Utility Locates of water, sewer, storm, and city fiber. -Emergency call-out.

Respond to emergency call outs as needed. System Inspection Program -Oversee the day to day underground TV inspection program in conjunction with the Supervisor. This includes but is not limited to: -Either programmatically or in the course of the routine line cleaning, identify problem lines and coordinate subsequent TV inspection -Assure all line cleaning is conducted in prior to and in coordination with the TV Inspection Program -Maintain the appropriate records of inspection and maintenance including tracking all work within the City's Asset Management System Planning and administration -Develop and update a schedule of inspection and maintenance -In collaboration with the Engineering Department, create, update, and maintain maps and drawings of the sanitary and storm water collection systems.

- Participate in all plan reviews and attend necessary development meetings. Safety -Ensure safety procedures are being implemented while on the job as mandated by O.S.H.A. -Be especially aware of traffic in the positioning and operation of truck in Streets and right of ways

-Notify pre-treatment and stormwater specialists of issues that could be hazardous to them in carrying out their duties. Record keeping -Compile data as needed for regulatory reports (MS4, NPDES, Annual Inspection Report, etc.) -Maintain and keep daily records of inspections and work completed on sanitary and storm manholes, collection lines, catch basins, and other water collecting structures. -Keep detailed notes while out in the field and input data into the City's Asset Management System

-Provide required information for annual Inflow and Infiltration Report. -Maintain and keep records of projects and materials used and time consumed. Make daily report to supervisor to measure progress against stated goals.

-Prepares a variety of studies, reports and related information for decision-making purposes. Conducts research, analyzes, and prepares recommendations regarding proposals for programs, events, and services. Coordinate and perform other projects, functions, and tasks, as assigned.

Qualifications Education Desire post-high school education in water technology, wastewater technology, or a closely-related field Experience -Minimum three (3) years of experience within the utility maintenance, construction, or inspection fields. -Minimum one (1) year experience operating CCTV equipment and applying PACP coding to inspections. -Experience operating heavy construction equipment with at least two (2) years of experience operating Vacuum, Line Cleaning, or Combo Trucks; -Knowledge and experience with the State of Oregon sanitary overflow reporting requirements.

Certifications -Commercial driver license - Class B with tank and air break endorsements. -Possess Collection Systems Level II Certificate, or obtain Collection Systems Level II Certificates 6 months of hire. -Possess, or obtain within 6 months of hire NASSCO PACP certification.

-Possess, or obtain within 6 months of hire: CPR, First Aid, Competent Person and Flagging Certification. Knowledge , Skills, & Abilities -Thorough knowledge of the practices, procedures, and safety standards relating to the routine maintenance and repair of the wastewater and stormwater collection systems, including handling hazardous materials. -Knowledge of the operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.

-Working knowledge of storm water permit program. -Knowledge of traffic control procedures and traffic sign regulations. -Knowledge of applicable Federal, State, and local laws, codes, and regulations.

-Knowledge of safe driving rules and practices. -Working knowledge of ventilation blower, tripod stand, come-along and harness for confined space entry, and atmospheric detector. -Knowledge of record keeping principles and procedures.

-Knowledge of computer software related to work. -Knowledge of techniques for providing a high level of customer service to public and city staff, inperson and occasionally over the telephone. -Demonstrated skill using effective oral and written communication in the performance of duties and responsibilities -Demonstrated skill in following confined space entry procedures, handling hazardous materials, and operating a self-contained breathing apparatus (SCBA).

-Ability to perform construction, modification, maintenance, and repair work on stormwater and wastewater collection systems. -Ability to operate specialized maintenance and repair equipment related to the area of assignment. -Ability to demonstrate proficiency and knowledge of the operation and routine maintenance of key equipment within 6 months.

-Ability to set up and operate traffic area construction zones, including cones, barricades, and flagging. -Ability to locate underground utilities by use of blue prints and electronic locating equipment in accordance with appropriate regulations, depending on assignment. -Ability to learn the layout construction and conditions of wastewater and storm collection systems.

-Ability to troubleshoot maintenance problems and determine materials and supplies required for repair. -Ability to make accurate mathematical calculations. -Ability to read and interpret construction drawings and specifications.

Additional Information Work Environment: Work is mainly performed outdoors regardless of weather conditions. Fieldwork may occur in developed areas as well as active construction zones, including rights-of-way.

The responsibilities of the position frequently place the employee in close proximity to heavy construction equipment, open excavations, uneven terrain, and paving projects. Work involves operating various equipment; lifting sections of pipe; contact with stormwater, wastewater, and hazardous materials; and confined space entry. Physical Requirements: Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines, to climb and descend ladders, and operate varied hand and power tools and construction equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.

The job involves fieldwork requiring frequent walking to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, tablet, and/or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.

Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds and heavier weights with the use of proper equipment. Requires the ability to lift 50 pounds overhead and entry and exit from confined spaces. Cognitive Functions: Incumbents in this position receive occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Work routinely requires independent judgment and most problems are moderately difficult and require ahigh level of independence using established and known procedures. The incumbent must be capable of working effectively with coworkers and members of the public. Concentration and focus are required to complete complex, detail oriented tasks.
