We are currently seeking a Project Manager / Delivery Lead to join our team in Bethesda, Maryland (US-MD), United States (US).
Job Summary:
NTT DATA is seeking a senior Program Manager to oversee delivery. This role leads program execution across multiple technical workstreams, including cloud engineering, software modernization, IoT integration, cybersecurity, and DevSecOps. The Program Manager ensures alignment between NTT DATA and stakeholders while managing cost, schedule, performance, staffing, and risk across current and future task orders. The Program Manager will coordinate closely with our client's procurement and technical leadership, as well as NTT DATA leadership, to manage staffing, compliance, reporting, and delivery cadence. This includes synchronizing work across Task Orders, maintaining knowledge continuity, and ensuring the technical and contractual integrity of services provided.
Job Duties:
  • Program Leadership & Delivery Management
    • Lead end-to-end delivery of program objectives under our subcontract with the client.
    • Manage scope, schedule, deliverables, and performance baselines across multiple task orders.
    • Ensure adherence to client requirements, professional category standards, and contract terms.
    • Maintain program documentation, reporting, and governance to support internal and client oversight.
  • Client & Stakeholder Engagement
    • Serve as the primary interface with client procurement and technical leaders.
    • Provide status updates, risk reporting, and delivery progress to client and counterparts.
    • Facilitate issue resolution and decision-making across internal and external stakeholder groups.
  • Financial, Staffing & Contract Oversight
    • Manage program financials including forecasting, burn rates, and T&M oversight.
    • Oversee staffing levels and labor mix across engineering, cloud, and DevSecOps teams.
    • Coordinate onboarding, adjustments, and resource transitions across task orders while preserving knowledge continuity.
    • Ensure labor, pricing, and reporting remain aligned with contract requirements.
  • Risk, Quality & Compliance Management
    • Maintain risk and issue logs and lead mitigation planning.
    • Ensure all deliverables meet quality standards defined by the client and the customer.
    • Oversee adherence to security, governance, and compliance requirements.

Basic Qualifications:
  • Bachelor's degree in a technical or managerial discipline.
  • Minimum 15 years of experience in program or project management.
  • Minimum 3 years managing Federal or DoD programs.
  • Ability to obtain a Secret Clearance.

Preferred Qualifications:
  • PMP, PgMP, SAFe, or similar project/program management certifications.
  • Experience managing programs of $5M or greater annual value or similar complexity.
  • Experience managing teams of 20 or more personnel across multiple technical disciplines.
  • Experience managing T&M or IDIQ task-order programs.
  • Strong ability to build relationships with senior client stakeholders.
  • Clear and effective communication skills across technical and non-technical audiences.
  • Leadership style that promotes collaboration and high performance.
  • Experience supporting cloud, modernization, IoT, or scientific/technical programs.
  • Agile Developer certification or Certified Scrum Developer certification

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $142,725 - $237,875. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
