This posting will be used to fill two Grants Specialist Senior vacancies. The Grants, Contracts, and Records Coordinator will be located in the Water Policy unit and the Fiscal, Grants and Contracts Administrator will be in the Environmental Surveillance and Assessment unit.

The Grants, Contracts and Records Coordinator will develop and manage grants and contracts, and will lead process documentation, records management, and file planning for the Water Policy Center. The incumbent will do this through advising staff on options and procedures for grants and contracts to further the Center's goals and serving as grant manager for Private Well Protection grants.

The Fiscal, Grants, and Contracts Administrator will manage and coordinate activities for the Environmental Surveillance and Assessment (ESA) Section, by working closely with leadership to administer and oversee procedures for grants and contracts and their intersection to state and federal budgets. This position ensures compliance with applicable policies, monitors the full lifecycle of grants and contracts, and provides guidance to staff on preparation, administration, and fiscal management. Effective performance supports proper use of funds and ensures the Section meets all state and federal requirements, including active monitoring of outgoing grants, invoices, close-out, and agency compliance.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Minimum Qualifications

Two (2) years of experience in grants and contract work. Experience must include the following:

  • Experience working with contracts, joint powers agreements, interagency agreements, annual plans, grants, income contracts or another closely related proposal type.

  • Experience in managing projects as it relates to prioritizing and organizing tasks and time management.

  • Experience monitoring outgoing grants, invoices, close-outs, and/or other activities related to compliance.

  • Experience establishing and maintaining working relationships with federal, regional, state and/or local governments.

Degree Equivalencies:

A related degree will substitute for experience as follows: Doctorate or JD may substitute for two (2) years of experience. A master's degree may substitute for eighteen (18) months of experience. A bachelor's degree may substitute for one (1) year of experience. An associate's degree may substitute for six (6) months of experience.

Preferred Qualifications .

  • Experience with financial systems and data analysis, budget planning, grants and contract management, and problem-solving skills to support forecasting, resolve discrepancies, and improve decision-making.

  • A working knowledge of the state's appropriation, budgetary, and accounting systems. (i.e., SWIFT, SEMA4, OBIEE).

  • Knowledge of modern records management practices and systems and how they apply to State systems/programs.

  • A working knowledge of environmental regulatory programs including private wells, drinking water, built environments, lead exposure, site assessment and the laws, and policies pertaining to governance in Minnesota.

  • Ability to communicate orally and in writing sufficient to relay financial requirements in a manner that can be understood by the audience

  • Ability to generate solutions to complex problems, within the bounds of programmatic and funding requirements

Additional Requirements

  • This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.

  • This position requires successful completion of a background check and employment reference check.
