Position Summary

The Telecommunications Switch Technician will provide operation and maintenance (O&M) support for the Base Telephone System and cable plant at Dover AFB, DE. Service support includes but is not limited to the following: Customer Service (telephone), Switchboard Operations, Inside Plant, and Outside Plant (Cable). Administer projects from start to finish, ensuring that BTS installation jobs are completed on time and within budget.

Individual must be able to attain and maintain a valid U.S. Government Public Trust security clearance and a Delaware state driver's license in order to be retained in the position.

Duties & Responsibilities

  • Knowledge of telecommunications industry services, solutions and trends.
  • Operate and maintain the base Voice Switching System (VSS) IAW Original Equipment Manufacturer (OEM) procedures.
  • Strong and effective written and verbal communication skills coupled with excellent interpersonal and team skills. Excellent leadership and management skills.
  • Must be able to read and interrupt blueprints, engineering specifications for telecommunications voice and data requirements. Also have the ability to use a high degree of independent judgment to make sound decisions to keep the project on track.
  • Understand technical documents, architectural plans, floor plans, site survey reports, test plans, schedules, procedures and acceptance test reports, equipment performance, operational test and feedback to the proper individuals/departments.
  • Configuration management to evaluate proposed changes/upgrades to the infrastructure (hardware/software).
  • Manage troubleshooting and resolution of voice/data communication installations, upgrades and problems across the enterprise.
  • Operate and maintain the base Voice Switching System (VSS) IAW Original Equipment Manufacturer (OEM) procedures.
  • Operate and maintain the base VoIP Communications manager and VoIP to TDM Gateway IAW Original Equipment Manufacturer (OEM) procedures.
  • Perform software functions and translations for any trunk or circuit configuration required by on-base systems or users; perform adds, moves, changes, deletes, and query of a circuit or system data; and provide directory assistance information, service orders, trouble assistance, records administration, and billing as a function of switch operation.
  • Perform Monthly Maintenance including Periodic Maintenance Inspections (PMI) testing and documentation of the telephone switch backup power system.
  • Perform semi-annual traffic measurement and analysis within system capabilities and limitations, and perform analysis and studies on the base switching system.
  • Must be detail and safety oriented.

Education & Experience Requirements

  • High School diploma or Associate's degree or vocational training, or military experience in electronics, telecommunications, or network.
  • 3 years minimum qualified practical field experience specific to switch maintenance and ISP/OSP
  • 3+ years experience with secure VoIP and Avaya technologies
  • Comp TIA Security+ Certification required.

Skill & Certification Requirements

  • CAT 3, 5, 5E and 6 wiring
  • Avaya and Cisco Software and Routing
  • Comp TIA Security+ Certification required.
  • Computer skills; TMS, CVC, CAIRS, SharePoint, and Microsoft Office Suite.
  • Confined Space Certification required.
  • Experience with Routers, Switches and HUBs, operation and maintenance of the base Voice Switching System (VSS) with the latest software version.
  • Experience in set-up and the installations of telecom closets, but not limited to installation of rack equipment, ladder rack, cable management hardware, terminations and verification of premise wiring.
  • Able to establish implementation plans for PBX/Voice Mail installations.
  • Inside/Outside Plant
  • Familiar with GPS technology.
  • Proficient in troubleshooting techniques.
  • Able to attain confined space certification, and experience working in confined spaces (manholes) preferred.
  • Not required to lift more than 50lbs.
  • Position requires sitting, standing, and keeling for long periods of time. (Heavy Work)
