The primary purpose of this position is to maintain an interference free radio frequency (RF) spectrum.Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Telecommunications Series 0391
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
EXPERIENCE: Applicants must have at least one year general experience equivalent to the next lower pay broadband (NH-01), equivalent to the next lower grade (GS-04) or equivalent in the Federal Service and at a level close to the work of this position that has given the particular knowledge, skills and abilities required to successfully perform. To be creditable, at least one year of the general experience must have been equivalent to the next lower pay band (NH-01) grade level (GS-04) or equivalent. This experience will provide a basic knowledge of telecommunications functions, problems, and/or solutions and also experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
IDEAL CANDIDATE: The ideal candidate for this position will have at least two years of hands-on experience in spectrum management, which includes analyzing spectrum utilization, resolving frequency conflicts, and planning frequency assignments. This candidate will also possess two years of experience with radio frequency (RF) propagation, including performing RF compatibility tests, field strength measurements, and identifying and locating sources of RF interference. Additionally, a strong background in maintaining and troubleshooting RF measurement and analysis equipment is highly desirable.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of wireless telecommunications operating systems, standards and quality checking/control.
2. Skill in training qualified technicians in inspecting, troubleshooting, repairing, modifying, installing and functionally testing specialized standards and nonstandard or modified systems, transceiver systems, antennas, components and accessories.
3. Ability to communicate effectively both orally and in writing and training qualified technicians on standardized data entry.
4. Ability to recognize configuration errors in wireless telecommunications configuration system setups during planning phase.
5. In-depth knowledge of instructions, specifications, technical drawings, blueprints and technical manuals used in the maintenance and modification of wireless telecommunications equipment and train qualified technicians in these functions.
6. Ability to train in the skilled use and maintenance of measuring instruments, various mechanics hand tools and special tools.
7. In-depth knowledge of USAF maintenance and modification, including modification procedures, record keeping.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.Education:Employment Type: OTHER
