The Manager-Circuit Expense & Analytics Management provides leadership and oversight for the Telecom Circuit Expense Management function, governing approximately $18M in annual operating expenses. Responsibilities include endtoend telecom expense governance including invoice auditing, cost allocation, approval, account management, and variance tracking.

The position serves as a key technical expert, managing the ordering, provisioning, and billing of network circuits, with required expertise in Internet Protocol (IP) and Time Division Multiplexing (TDM) technologies, circuit hierarchy, and interconnections. The role partners extensively with crossfunctional teams and leadership, proactively resolving complex issues impacting telecom expenses, driving cost optimization, and supporting margin improvement. This is a seasoned professional role with demonstrated leadership and accountability for results.

Responsibilities
  • Financial Oversight, Billing, and Budget Accuracy
    • Oversee endtoend financial management for all IP and TDM circuits and interconnections, including invoice processing, billing validation, forecasting, and budget accuracy across all billing systems and processes.
    • Establish and govern standards for circuit installations and disconnects to ensure systemic billing accuracy and forecast integrity.
  • Cost Analysis, Forecasting, and Variance Management
    • Independently analyze cost and usage trends, identify anomalies, and lead rootcause resolution to reduce costs and improve forecast accuracy.
    • Drive consistency in forecasting methodologies, variance reporting, and analytics across Network, FP&A, Planning, Provisioning, and Accounting.
  • Audit, Controls, and Governance
    • Design, execute, and continuously improve audit strategies and control frameworks to ensure budget accuracy, governance rigor, and SOX compliance.
    • Define and enforce policies and processes that strengthen financial integrity and operational accountability.
  • Process Improvement and Financial Frameworks
    • Serve as a change catalyst by proactively improving processes, tools, reporting cadences, and financial management frameworks to support scalable and efficient operations.
    • Evaluate, recommend, and support implementation of network cost management tools, including business case development and requirements definition.
  • Leadership, Influence, and Strategic Guidance
    • Provide team and crossfunctional leadership by mentoring analysts, influencing stakeholder outcomes, and aligning partners toward shared results.
    • Deliver strategic financial insights and actionable recommendations to senior leaders by translating complex data into clear business guidance.
Qualifications

Required Qualifications

  • Bachelor's degree in Telecommunications/Accounting/Finance or equivalent practical experience is required.
  • 7+ years of telecommunications experience in Carrier Cost / Expense Management and analysis.
  • 3+ years of leadership experience.

Other Qualifications

  • Demonstrated ability to use analytics tools to analyze complex data and guide effective expense management, analysis, and problem resolution.
  • Knowledge of accounts payable processes and GAAP requirements is required.
  • Proficiency in Microsoft Excel, Word, and Outlook, with experience using database applications (e.g., Access).
  • Strong understanding of voice and data networks, including circuit hierarchy and telecom billing relationships.
  • Applies broad functional expertise to support company objectives and serves as a subject matter expert on crossfunctional teams.
  • Experience with telecom billing governance, including accruals, dispute management, and applicable accounting rules.
