Job description

Technical Program Manager – Cyber Resilience & GRC (NIS2 & DORA)

Location: 100% Remote (Candidates must reside in the Central Time Zone; Texas preferred)
Duration: Long-Term Contract
Employment Type: W2 Only (No C2C)

We are seeking an experienced Technical Program Manager to lead a high-visibility, enterprise-wide cybersecurity and regulatory compliance program focused on NIS2 and DORA. This role will drive cross-functional initiatives that strengthen cyber resilience, governance, and operational readiness across global teams.

The ideal candidate has extensive experience leading large-scale cybersecurity or GRC programs, managing multiple workstreams, and partnering with executive stakeholders to deliver complex regulatory initiatives.

Key Responsibilities
  • Lead end-to-end delivery of enterprise cybersecurity compliance programs aligned with NIS2 and DORA requirements.
  • Coordinate cross-functional teams across Cybersecurity, IT, Legal, Compliance, Risk, Business Continuity, Data Governance, and Operations.
  • Manage multiple concurrent workstreams, ensuring milestones, dependencies, risks, and deliverables remain on track.
  • Establish program governance, including RACI matrices, decision frameworks, and escalation processes.
  • Maintain program artifacts such as RAID logs, action trackers, status reports, and integrated project plans.
  • Identify risks, gaps, and interdependencies while driving mitigation strategies.
  • Develop executive-level presentations, dashboards, and status updates for senior leadership.
  • Support audit readiness and enterprise cybersecurity maturity initiatives.
  • Coordinate internal teams, external vendors, and consulting partners throughout the program lifecycle.
Required Qualifications
  • 4+ years of recent experience as a Technical or IT Program Manager leading enterprise technology programs.
  • 5+ years of experience in Cybersecurity Governance, Risk, and Compliance (GRC).
  • Hands-on experience leading NIS2, DORA, or similar cybersecurity regulatory compliance initiatives.
  • Strong understanding of cyber resilience, governance, risk management, and regulatory compliance.
  • Experience managing enterprise-wide programs involving multiple stakeholders and global teams.
  • Strong knowledge of third-party risk management, cloud security, and data governance concepts.
  • Experience creating and managing RAID logs, RACI matrices, executive reporting, and integrated program plans.
  • Excellent communication, stakeholder management, and executive presentation skills.
  • Advanced proficiency with Smartsheet, Microsoft Excel (Pivot Tables), PowerPoint, and Outlook.
Preferred Qualifications
  • Experience working in large enterprise, consulting, technology, or data center environments.
  • Experience supporting audit readiness and regulatory compliance initiatives.
  • Strong analytical and problem-solving skills with the ability to drive execution in fast-paced environments.
