Position Summary

PRINCIPAL ACCOUNTABILITY Under minimal direction of the Director IT or Manager independently provides significant and high level technical leadership/consultation in the design, development and architecture of application solutions that will meet the information needs of BCW. This position provides direct design and technical oversight of less senior development staff and vendors. Works with the management team defining and directing development standards/methodologies for work/systems under their area of responsibility.

Responsibilities
  • Acts as a key systems consultant to multiple projects and facilitates and drives technical design considering time to meet business need and sustainability.
  • Drives and prepares project work plans and time estimates, reports status against work plans, and meets timelines.
  • Performs or leads analysis, design and construction efforts to address customer requests.
  • Uses effective project management skills to lead projects of varying size and scope , delivering quality solutions within budget and targeted timelines.
  • Completes documentation for large or complex projects as required by department.
  • Prioritizes and manages work efforts to meet the needs of multiple business areas.
  • Working with IT Director/Manager, Portfolio Representatives, and vendors, ensures user requirements are met by delivered systems and user expectations are constantly managed during projects.
  • Ensures system designs are aligned with workflow and include controls for mitigating business, regulatory and safety risks.
  • Takes a leadership role in driving post-implementation reviews for all significant system changes and rollouts, challenging the team to excellence in system support by thorough training of Tier 1 and Tier 2 support teams.
  • Assists in establishment of policies, processes, procedures and standards.
  • Establishes technical architecture requirements for systems to be deployed.
  • Leads and advises on complex design and code walkthroughs for peers and less experienced developers.
  • Advises management on creation of programming and design standards/methodologies as applicable.
  • Helps develop and drive best practices for testing and delivery of defect free code which meets requirements.
  • Recognizes broad impact of system changes and plans for the unexpected, including anticipation of cross-functional and data interactions with new development.
  • Acts as high level technical expert for BCW development tool sets and/or multiple applications.
  • Participates in the integration of sub-systems.
  • Assists in developing training programs.
  • Performs software evaluations as required.
  • Acts as an expert trouble-shooter.
  • Interacts with BCW staff, vendors and consultants as required to perform duties of position.
  • Performs other duties as assigned

Qualifications

Education

  • 4 year degree required; required
  • MIS (Management Information Systems)/CSCI (Computer Science) degree or related experience preferred
  • Master's Degree preferred

Experience

  • 7-9 years of Information Technology work experience required required
  • 7-9 years of progressive responsibility in application development and a minimum of 5 years of systems analysis and design experience required
  • 4-6 years experience with healthcare or research information systems desired preferred
  • Strong Unit/Systems Test experience desired, along with demonstrated experience in system deployment testing and risk analysis preferred
  • Experience in various systems design methodologies and in the creation/maintenance of team standards required
  • Strong project management experience required
  • Previous team lead, project lead, or supervisory experience required

Knowledge, Skills and Abilities

  • Exceptional in current core programming languages and paradigms, development tools, all facets of application and systems testing, on-line environments, and database and standard file systems required
  • Strong foundation and proven ability in relational database technology, as well as Microsoft Operating systems required
  • Comprehension and understanding of health care information systems and data warehousing required
  • Proven ability in design methodology and basic architecture required
  • Knowledge of other core applications such as billing and manufacturing required
  • Proficient in understanding, analyzing and communicating complex business requirements, translating these requirements into system solutions, and assisting in make or buy decisions required
  • Demonstrated ability to balance technical solutions with practical business needs, thinking short and long term while recognizing broad system impact required
  • Demonstrated ability to use a systematic approach in solving problems through analysis of problem and evaluation of alternate solutions required
  • Self-starter, self-directed, results-oriented, with strong sense of urgency required
  • Effective leadership, communication, and coaching skills required
  • Ability to develop and train others on current methodologies and techniques required
  • Ability to work effectively with vendors required
