About the Role:
Join a dynamic engineering team as a Project Technical Manager, where you'll play a central role in shaping and delivering complex capital projects within a highly regulated pharmaceutical manufacturing environment. Working alongside project leadership and technical subject matter experts, you'll provide strategic technical direction from early design through commissioning and operational readiness, ensuring innovative, compliant, and high-performing engineering solutions. This is a highly visible role that bridges engineering, operations, automation, facilities, utilities, and quality functions to bring major projects to successful completion.

Here's a glimpse into your day to day:
  • During FEED activities, contribute technical support to the design/engineering and planning effort, identifying potential solutions and accompanying economic feasibilities;
  • Provide technical input and support to the preparation of funding requests including resource planning.
  • Secure appropriate allocation of SME resources for all relevant stages.
  • Participate in the evaluation of the Business Case and analysis to identify baseline performance and desired results, and associated benefits.
  • Provide technical input to FEED report output, cost estimates and recommendations for presentations to Engineering Council / Business Sponsor.
  • Accountable for the key technology philosophies and decisions within the Concept Design and ensure compliance to Quality & SHE standards, operational best practice and Customer's performance expectations.
  • In collaboration with Design Manager, carry out technical assessment of Design Contractor and engage in final selection process.
  • Work in partnership with the SMEs and DM to define & agree all necessary design deliverables for CD, BD & DD stages.
  • Collaborate with SHE functions to define the SHE strategy for the project including roles and responsibilities.
  • Provide input to the resource planning for SME resources and governance activities for all stages.
  • Define technical governance and delivery organization with Project Manager and Design Manager.
  • Lead the design governance input including technical investigation of alternatives and value engineering opportunities.
  • Participate in engaging the Customer team to ensure that their requirements are understood and reflected in the CD design.
  • Work with Customer team, to challenge current operations/manufacturing ways of working and identify potential improvement opportunities offered by the project.
  • Ensure all technical solutions are consistent with approved requirements, cost and schedule expectations and offer the best value.
  • Provide input into the development and update of the technical aspects of the Project Management Plan, master schedule and project estimate.
  • Following budgetary approval from Project Manager, secure sufficient SME resources have been included in the pre-sanction estimate to provide necessary technical assurance and governance.
  • Lead the Design Assurance Process planning for all design phases.
  • Ensure Design Assurance reviews are completed and technical KPIs reported on a monthly basis to support project review discussions and monthly reporting.
  • Actively contribute to Kick-Off Meetings providing technical input for the identification of alternatives for development.
  • Lead the definition of the Asset Operational Performance criteria with PM and key Customer representatives.
  • Actively contribute to PDRI assessments.
  • Collaborate with the C&Q Lead in the development of the C&Q strategy, including early estimation of resources, sequencing and durations for C&Q activities. Identify quantity and cost estimates for test materials.
  • Engage in periodic design reviews for critical systems to ensure ongoing technical alignment and identification of value engineering opportunities.
  • Support procurement activities for technical specification and clarification for design services, equipment and trade packages.
  • For packages with significant technical content approve the procurement strategy including supplier & contractor selection and technical scope of contracts and deliverables.
  • Overall accountability for all URSs and Technical Requirement documents required to satisfy the complete scope of the project, are produced and are complete, technically correct, appropriate and finalized in line with project's time schedule.
  • Ensure the necessary GMP assessments are fully completed.
  • Provide co-ordination, task management & coaching of ETS SME team.
  • Ensure that sufficient SME resources have been included in the sanction estimate to provide necessary technical assurance and governance.
  • Lead and agree Asset Operational Performance Criteria and Post-OQ technical support strategy with Sponsor and Customer team (e.g. Hypercare) and ensure adequate funding included in sanction estimate.
  • Generate technical KPIs on a monthly basis to support project review discussions and monthly reporting.
  • Contribute to technical content for EC council slide deck and attend EC meeting discussions (if required).
  • Act as Technical approver within Project Change management process within areas of accountability
  • Act as escalation route to resolve all critical technical issues during execution activities (Detailed Design, Design Qualification, Commissioning & Qualification and Establishment batches etc)
  • Ensure adequate SME resources are made available to support and technically govern the Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT).
  • Reconfirm agreed asset Operational Performance criteria with PM and Customer team at H1 signoff.
  • Lead technical lessons learnt for project delivery for CPDP Lesson Learnt capture and archiving.
  • Review, communicate and revise CPDP best practices based on project lessons learnt.
  • Assist in the collection and compilation of final project metrics.
  • Provide technical leadership to Customer team during Hypercare period (post-handover)
  • 12-18 months post hand-over, Perform Post Project Technical Review with Customer team to ensure key operational learning points are identified.

You'll be a perfect fit if you have:
  • Bachelor's degree in engineering; Chemical, Mechanical, Electrical are preferred.
  • 10+ years of experience, 3+ within the Pharma/Biotech/Life Science industry.
  • Professional Engineer license is desired.
  • Strong collaborator with ability to create and maintain effective working relationships and willing to challenge behaviors and actions.
  • Demonstrated practitioner of practical problem-solving.
  • Detail focused completer/finisher with a results-orientated mindset.
  • Strong leadership qualities with motivational ability to direct others in a dynamic and complex environment through change.

Compensation and Benefits:
  • Pay: $130,000-180,000 Annually (depending on experience)
