Summary
This position is located in the PASSPORT AGENCY/Charlotte, NC. This position serves as a Program Manager, with a working title of Director and contributes toward the the directorate's policy guidance efforts by leading the Passport Agency.

Duties
Help
  • Serves as the Agency/Center Director and fourth-level supervisor over the adjudication staff assigned to the agency/center.
  • Develops strategies for maintaining appropriate performance levels in support of agency/center goals and initiatives.
  • Serves as CA representative on the Federal Executive Board and represents the Department on various other interagency boards and committees.
  • Implements effective compliance with procedural requirements, policies, and regulations as imposed by other agencies tasked with national security.
  • Analyzes and interprets broad directives and oversees the administration of laws and regulations governing nationality as related to passport eligibility.
  • Establishes program objectives, priorities, and required resources to plan and direct the document integrity and anti-fraud program within the assigned agency/center.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience planning, direction, oversight, and evaluation of a broad range of highly specialized passport adjudication, issuance, and/or production services carried out by the assigned passport agency/center.
Experience exercising the full range of supervisory responsibilities and authorities associated with accomplishing the functional responsibilities of the agency/center.
Experience directing and reviewing results of studies of internal functions used to evaluate productivity, quality, workload, and compliance with applicable laws and regulations.
Experience serving as a representative for the Department on various interagency boards and/or committees.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
