Technical Program Manager Scrum Master information

How does a Technical Program Manager Scrum Master typically balance facilitating Agile ceremonies with managing cross-team dependencies?

A Technical Program Manager Scrum Master often juggles both guiding Agile teams through ceremonies like stand-ups, sprint planning, and retrospectives, while also identifying and managing dependencies across multiple teams or departments. This dual focus requires strong communication skills to keep stakeholders aligned and proactive risk management to prevent bottlenecks. Effective individuals in this role prioritize transparency, use tools to track progress, and foster collaboration between engineering, product, and QA teams. Balancing these responsibilities helps ensure timely delivery and continuous process improvement.

Is TPM a good career path?

A Technical Program Manager (TPM) role is considered a strong career path for those with project management, technical expertise, and leadership skills. TPMs often work in technology companies, coordinating cross-functional teams and managing complex projects, with opportunities for advancement into senior management roles. Certifications like PMP or Scrum Master can enhance career prospects in this field.

Is AI replacing Scrum Master?

AI is not replacing the role of a Scrum Master, but it can assist with tasks such as tracking progress, managing backlogs, and providing data analysis. The Scrum Master’s responsibilities for facilitating team collaboration, coaching, and removing impediments require human judgment and interpersonal skills that AI cannot replicate. Therefore, AI tools are seen as complementary rather than replacements in Agile environments.

What are the key skills and qualifications needed to thrive as a Technical Program Manager Scrum Master, and why are they important?

To thrive as a Technical Program Manager Scrum Master, you need a deep understanding of Agile methodologies, program management, and technical project delivery, often supported by certifications like CSM, PMP, or SAFe. Proficiency with project management tools such as Jira, Confluence, and collaboration platforms is typically required. Exceptional communication, leadership, and facilitation skills help align cross-functional teams and resolve conflicts effectively. These skills and qualifications are critical for ensuring projects are delivered on time, within scope, and aligned with business objectives in dynamic technical environments.

What is the difference between a Scrum Master and a technical project manager?

A Scrum Master is a role within Agile teams responsible for facilitating Scrum processes, removing impediments, and coaching team members on Agile practices. A technical project manager oversees project planning, scope, timelines, and resources, often using traditional project management tools, and may coordinate multiple teams or projects. While both roles require strong communication and organizational skills, the Scrum Master focuses on team agility and process, whereas the technical project manager emphasizes project delivery and stakeholder management.

The 3-5-3 rule in Scrum refers to a guideline for daily stand-up meetings, suggesting they should last no more than 15 minutes, with each team member speaking for about 3 minutes, and the entire meeting wrapping up within 3 rounds of updates. As a Technical Program Manager Scrum Master, understanding this rule helps facilitate efficient meetings and maintain team focus on sprint goals.

Job description

Are you an experienced Agile leader who thrives on empowering teams, removing roadblocks, and driving meaningful change? As a Senior Scrum Master, you'll go beyond facilitating ceremonies-you'll influence Agile practices across teams, mentor others, and help shape a culture of continuous improvement. This role is ideal for someone ready to lead with independence, broaden their impact, and help teams deliver customer value with greater focus, flow, and confidence.

The Senior Scrum Master builds upon the foundational Scrum Master role by operating with greater independence, broader scope, and deeper influence across teams. While continuing to empower Scrum teams to deliver customer value efficiently and effectively, this role also contributes to improving Agile practices across the department.

Senior Scrum Master practitioners serve as experienced Agile leaders who adapt frameworks to team context, resolve complex impediments, and guide teams toward higher levels of autonomy and delivery maturity. They act as trusted partners to Product Owners and Software Engineering Managers, helping teams interpret delivery data, improve collaboration, and continuously evolve their ways of working.

This role expands beyond individual team facilitation to include mentorship, Agile training, cross-team coordination, and contribution to the Scrum Master practice at Purple Wave.

Responsibilities:

  • Advanced Agile Coaching
    • Coach teams beyond basic Scrum mechanics, helping them apply Agile principles to real delivery challenges.
    • Adapt and blend Agile frameworks such as Scrum, Kanban, and Lean based on team maturity and workflow needs.
    • Guide teams toward increased autonomy, ownership, and self-organization.
  • Strategic Facilitation
    • Facilitate Scrum events with intentional design, adapting formats to encourage deeper discussion and meaningful outcomes.
    • Help teams move beyond surface-level process issues to identify root causes and systemic improvements.
    • Facilitate cross-team ceremonies or retrospectives when initiatives span multiple teams.
  • Backlog & Delivery Partnership
    • Proactively partner with Product Owners and Software Engineering Managers to improve backlog health and delivery predictability.
    • Surface risks related to dependencies, unclear requirements, or workflow inefficiencies.
    • Help teams maintain sustainable delivery pace while balancing business priorities.
  • Complex Impediment Resolution
    • Resolve cross-team or systemic impediments independently whenever possible.
    • Coordinate with stakeholders and leadership to address blockers affecting multiple teams or initiatives.
    • Escalate strategically when broader organizational support is required.
    • Identify recurring impediment patterns and propose systemic improvements to prevent future blockers.
  • Data-Driven Team Improvement
    • Analyze team metrics such as cycle time, throughput, velocity trends, and delivery predictability.
    • Interpret metrics to guide improvement discussions rather than simply reporting data.
    • Coach teams to think in outcomes rather than outputs, and support the Product Owner in connecting the team's work to customer and business value.
  • Mentorship & Practice Leadership
    • Mentor Scrum Master I practitioners and share facilitation techniques, coaching approaches, and improvement practices.
    • Contribute to the Scrum Master community of practice through knowledge sharing and collaboration.
    • Support the evolution of Agile practices, tooling, and facilitation approaches used across the department.
  • Organizational Agile Contribution
    • Partner with the Agile Coach and engineering leadership to help mature Agile practices across Purple Wave.
    • Lead or contribute to cross-team improvement initiatives, workshops, or retrospectives.
    • Serve as a trusted voice in discussions about delivery processes, team health, and Agile culture.
  • Undertake additional assigned duties as requested.

Supervisory Responsibilities:

  • None

Qualifications:

  • High school diploma or GED required.
  • 4+ years of Scrum Master experience in a software development environment.
  • Demonstrated ability to coach teams toward higher levels of Agile maturity.
  • Strong facilitation, conflict resolution, coaching, and stakeholder communication skills.
  • Deep understanding of Agile principles and frameworks including Scrum, Kanban, and Lean.
  • Experience interpreting delivery metrics and using them to guide team improvement.
  • Experience mentoring Scrum Masters or facilitating cross-team Agile initiatives.
  • Spanish speaking bi-lingual candidates are encouraged to apply.
  • Candidates may be requested to complete position specific skills assessments.
  • Applicants must be either a U.S. Citizen or eligible to work in the U.S.
  • Requires the ability to satisfactorily complete a background check.

Preferred Qualifications:

  • Certified Scrum Master (CSM) or PSM I required.
  • Advanced Agile certification such as PSM II, ICP-ACC, or equivalent preferred.

Working Settings:

  • Full-time Salaried Exempt, not eligible for overtime.
  • Office hours are 8am-5pm, Monday through Friday, Central Time zone, additional hours may be required depending on priorities.
  • This position is remote work eligible within the United States. Please be aware: the first week of employment includes mandatory in-person training. Remote start arrangements are not available.
  • Also mandatory: One week a year of in-person training with the department.
  • Potential for 10% travel.
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

Compensation:

  • The salary varies based on experience and qualifications, but typically ranges from $65,000 to $85,000 per year. Salary paid bi-weekly.
  • Monthly Bonus Program - determined by the Company's monthly revenue result and are paid on a "percent to plan" payout formula (90% = $300, 100% = $600, 110% = $900, 120% = $1,200).
  • Monthly phone stipend in accordance with the Company's cell phone policy, currently $120/month.
  • Health, Dental, and Vision insurance.
  • 401(k) plan with an employer match up to 4% starting the first day of employment.
  • Company-paid Life Insurance with options for supplemental coverage.
  • Fully paid Short-Term Disability provided by the Company.
  • 3 Weeks of PTO annually (details shared during onboarding).
  • Employee Stock Purchase Program (ESPP) - Eligible to purchase company stock at a discount after 90 days of employment, with enrollment opportunities each May and November.
