Position Overview:

MIKEL Inc., a woman-owned small business specializing in undersea warfare solutions for the U.S. Navy, is seeking a highly motivated and experienced Technical Program Manager to lead emergent and complex research, development, and acquisition efforts in support of the U.S. Navy's undersea warfare systems. The ideal candidate will manage cross-functional teams, oversee technical execution, and ensure timely delivery of mission-critical capabilities.

  • Lead and manage the execution of technical programs involving undersea warfare platforms. Provide program direction, oversight, risk management and leadership to multiple discipline teams of engineers, scientists and technicians.
  • Coordinate across engineering, logistics, contracting, and test teams to meet program milestones and technical objectives.
  • Serve as the primary point of contact for internal stakeholders, sponsors (e.g., NAVSEA), and external contractors.
  • Develop and maintain program schedules, budgets, and risk management plans.
  • Conduct regular program reviews, prepare briefings, and provide status updates to senior leadership and sponsors.
  • Ensure compliance with DoD acquisition guidelines, systems engineering practices, and cybersecurity requirements.
  • Support proposal development, funding requests, and strategic planning initiatives.
  • Mentor junior staff and contribute to workforce development within the division.

Required Qualifications:

  • U.S. Citizenship and ability to obtain/maintain a DoD security clearance.
  • Bachelor’s degree in Engineering, Physics, Computer Science, or related technical field.
  • 15+ years of experience managing technical programs within a DoD, defense contractor, or government R&D environment.
  • Strong understanding of Navy acquisition lifecycle and systems engineering processes.
  • Demonstrated experience in budgeting, scheduling, and risk management.
  • Excellent leadership, communication, and interpersonal skills.

Preferred Qualifications:

  • Master’s degree in a technical or management discipline.
  • PMP or DAWIA Level II/III certification in Program Management or Engineering.
  • Prior experience working at NUWC Newport or within NAVSEA programs.
  • Familiarity with undersea systems, submarine platforms, and in-water testing.
