Nightwing is seeking a highly skilled and motivated Technical Program Manager (TPM) with experience in offensive cyber operations. The ideal candidate will possess a unique mix of technical expertise, leadership capabilities, and the ability to manage complex, multifaceted programs. This position will involve overseeing projects related to cybersecurity, offensive operations, RF systems, and emerging technologies, requiring a candidate with an exceptional technical background and the ability to collaborate across disciplines.
Key Responsibilities
  • Program Management:
    • Lead and manage end-to-end offensive cyber and RF-related projects.
    • Drive program deliverables, ensuring they align with strategic goals and timelines.
    • Establish and track schedules, milestones, budgets, and performance metrics.
    • Identify and mitigate risks across program operations.
    • Technical Expertise:
    • Provide technical guidance on offensive cyber methodologies, tools, and operational planning.
    • Serve as a technical liaison between cyber, RF, and cross-discipline engineering teams.
  • Stakeholder Communication:
    • Interface with clients, government agencies, and other stakeholders to articulate goals, program status, technical progress, and challenges.
    • Prepare and present technical documentation, reports, briefings, and requirements.
  • Team Leadership:
    • Lead interdisciplinary teams comprised of cybersecurity specialists, RF engineers, developers, and researchers.
    • Foster team collaboration by facilitating clear communication between technical and non-technical personnel.
  • Strategic Planning:
    • Contribute to long-term planning and strategy development for both offensive cyber and RF domains.

Required Qualifications
Education: Bachelor's degree in Cybersecurity, Computer Science, Electrical Engineering, or related field. Advanced degree preferred.
  • Experience:
  • Minimum of 5+ years of experience in offensive cyber operations (red teaming, exploit development, vulnerability research).
  • Proven track record of managing complex technical programs.
  • Technical Skills:
    • Expertise in offensive cyber tools and frameworks.
    • Familiarity with vulnerability research and reverse engineering.
    • Understanding of RF hardware and technologies, such as antennas, SDR devices, signal analysis tools, and spectrum monitoring platforms.
  • Soft Skills:
  • Capable of juggling competing priorities under tight deadlines.
  • Strong written and oral communication skills.
  • Excellent problem-solving and decision-making abilities.

Clearance Requirements
