ITA International is seeking a Technical Program Manager to join our team.

Responsibilities

TheTechnicalProgram Managerleads the application of operations research, advanced analytics, modeling, and decision support methodologies to solve complex government mission challenges while managing the execution of technical programs and customer engagements. This position serves as a trusted advisor to Government leaders, translating operational requirements into data-driven solutions that improve mission effectiveness, resource allocation, and organizational performance.

The role combines program management, technical leadership, customer engagement, and analyticalexpertiseto deliver innovative solutions supporting defense, intelligence,logistics, readiness, digital transformation, and enterprise modernization initiatives.

The role also requires the technical breadth to provide overarching technical direction across software development, cloud and enterprise architecture, and data engineering disciplines — enabling the manager to credibly lead and guide multidisciplinary technical teams andestablisha coherent technical vision across all programs under management.

Program Leadership

  • Manage technical programs from initiation through execution, ensuring successful delivery of scope, schedule, cost, quality, and customerobjectives.
  • Serve as the primary interface with Government customers, Contracting Officer Representatives (CORs), and senior stakeholders.
  • Develop project plans, staffing strategies, risk management plans, and performance metrics.
  • Lead multidisciplinary teams supporting analytical studies, software development, and decision support initiatives.
  • Establish and communicate a coherent technical vision across managed programs, aligning software development, data engineering, cloud architecture, and analytical approaches to missionobjectives.
  • Guide technical decision-making across disciplines, including software architecture, cloud platform strategy, and data pipeline design, ensuring technical coherence across the portfolio.

Data Analytics & Decision Support

  • Lead the development of quantitative models, simulations, optimization algorithms, forecasting models, and statistical analyses to evaluate alternatives, optimize resource allocation, and improve mission planning.
  • Oversee the design and delivery of executive dashboards, performance metrics, and business intelligence solutions that integrate structured and unstructured data from multiple government systems.
  • Guide teams in applying predictive analytics, machine learning, and decision support tools whereappropriate to enhance mission effectiveness and support executive decision-making.
  • Evaluate the technical soundness of analytical approaches,providingexpert guidance onmethodologyselection, model validation, and analytical rigor.
  • Conduct and oversee cost-benefit analyses, trade studies, scenario analyses, and mission effectiveness assessments.
  • Translate analytical findings into clear, actionable recommendations for senior Government leadership, ensuring all products areaccurate, traceable, and aligned with customer requirements.

Technical Direction & Engineering Oversight

  • Provide technical direction and oversight across software development, cloud architecture, and data engineering workstreams.
  • Guide software engineers and data engineers in design decisions, technology selection, and implementation approaches consistent with the program’s technical vision.
  • Guide teams in applying Agile and Scrum frameworks, ensuring development practices such as sprint planning, backlog management, and iterative delivery are executed effectively across programs.
  • Review and advise on cloud architecture designs (e.g., AWS, Azure, GCP) to ensure scalability, security, and alignment with government standards such as FedRAMP.
  • Ensure software development practices (e.g., Agile/DevSecOps, CI/CD pipelines) align with programobjectivesand customer requirements.
  • Bridge communication between OR/analytics teams and software/engineering teams to ensure integrated, coherent technical solutions.
  • Identifyand mitigate technical risks across the full development lifecycle.

Customer Engagement

  • Partner with Government stakeholders toidentifyoperational challenges and define analytical requirements.
  • Facilitate working groups, executive briefings, and technical reviews.
  • Present findings to senior military officers, SES personnel, and executive leadership.
  • Build trusted relationships that position the company for future growth opportunities.

Customer SolutionsSupport

  • Support capture efforts byidentifyingcustomer needs and developing technical solution strategiesalongside the Customer Solutions Team and Growth Support Team.
  • Contribute to white papers, technical proposals, Rough Order of Magnitude (ROM) estimates, and proposal volumes.
  • Provide subject matterexpertiseduring customer demonstrations and solution presentations.

Continuous Improvement

  • Recommend innovative approaches to improve mission performance through data analytics, automation, artificial intelligence, and digital transformation.
  • Promote adoption of best practices in operations research, systems analysis, and program management.
  • Mentor junior analysts, software engineers,andtechnicalproject staffacrossanalytical methodologies, software development practices,and program execution.
Qualifications

Required Qualifications

  • Bachelor's degree in Operations Research, Industrial Engineering, Systems Engineering, Mathematics, Statistics, Computer Science, Data Science, Economics, or a related technicaldiscipline;or a related technical discipline; equivalent professional experience may be considered in lieu of a degree.
  • 10+ years of experience leading complex technical programs and multidisciplinary teams, including experience supporting DoD, Intelligence Community, Federal Government, or equivalent large-scale enterprise or industry environments.
  • Demonstrated ability to provide technical directionand leadership across multidisciplinary teams spanningoperations research,softwaredevelopment andengineering,data engineering,and analytics.
  • Demonstrated experience applyingquantitative analysis, modeling, optimization, and decision supportmethodologies to solve complex operational or mission challenges
  • Proven ability to translatecomplex technical findings into clear, actionable recommendations for senior military officers, SES personnel, or C-suite executives.
  • Demonstrated understanding of software development lifecycle (SDLC), cloud computing concepts, and data engineering principles sufficient to provide technical direction to engineering teams.
  • Active Secret security clearance.

Preferred Qualifications

  • Master's degree in Operations Research, Systems Engineering, Data Analytics, Business Analytics, or a related field.
  • Proficiencywith or working knowledge of analytical and data tools such as Python, R, SQL, Power BI, Tableau, or similar platforms; familiarity with data engineering tools such as Spark, Databricks, or Airflow is a plus.
  • Applied experience withmachine learning, predictive analytics, simulation modeling, or optimization techniques.
  • Project Management Professional (PMP), Program Management Professional (PgMP), or DAWIA Program Management certification
  • Experience supportingUS Navy programs.

Pay range for this position is $160,000 - $185,000 annually.

This position has a broad compensation range due to the complexities of government contracting, including contract pricing, labor category requirements, funding parameters, and varying levels of candidate experience and qualifications.
