Job description

Graham Technologies is seeking a highly experienced Program Manager to lead the execution, management, and oversight of Information Technology (IT) Support Services. The Program Manager will serve as the primary management interface with Government leadership and will be responsible for overall contract performance, staffing, quality control, risk management, technical coordination, and successful delivery of IT services supporting customers marine and aviation mission environments.

Location: Hybrid - Norfolk, VA; Washington, DC; and/or Lakeland, FL

Key Responsibilities:
  • Lead overall contract operations and ensure successful execution of all Statement of Work (SOW) requirements

  • Serve as the primary Contractor management interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), Technical Monitor (TM), and other Government stakeholders

  • Oversee personnel, staffing, scheduling, deliverables, quality control, performance, and contract compliance

  • Manage cross-functional teams supporting Program Management, Cybersecurity, Service Desk Support, Network Provisioning, Systems Engineering and Administration, Software Development, Acquisition Support, and IT Surge Support

  • Develop and maintain the Program Management Plan, Staffing Plan, Quality Control Plan (QCP), Communication Plan, and associated management documentation

  • Lead transition, onboarding, workforce continuity, recruitment, retention, and succession-planning activities

  • Conduct and support recurring program status meetings with Government stakeholders

  • Ensure timely submission of monthly status/progress reports and other contract deliverables

  • Maintain program action items and ensure timely resolution of technical, operational, staffing, and management issues

  • Monitor contract performance metrics and implement corrective actions when necessary

  • Identify, track, mitigate, and communicate programmatic, technical, staffing, schedule, and operational risks

  • Coordinate activities across geographically dispersed marine, aviation, and enterprise IT environments

  • Ensure personnel comply with applicable NOAA security, training, information-protection, and Government property requirements

  • Maintain effective professional relationships with Government, Contractor, and industry personnel

Required Skills:

Experience:

  • Minimum 10 years of progressively responsible IT experience

  • Minimum 5 years of experience managing complex IT programs, projects, or service-delivery contracts

  • Experience managing multidisciplinary teams supporting IT infrastructure, cybersecurity, networking, systems administration, service desk, and/or software development

  • Experience managing Federal Government or comparable mission-critical IT programs

Education:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, Program Management, or related field

Clearance:

  • Ability to satisfy all Government security, suitability, and access requirements applicable to the position

Certifications / Tools:

  • Experience with Microsoft Office, collaboration platforms, project management tools, and performance/reporting tools

  • PMP or equivalent program/project management certification preferred

Desired Skills:

Experience:

  • NOAA, Department of Commerce, DoD, or other Federal IT program experience

  • Experience supporting marine, aviation, scientific, remote, or mission-critical operational environments

  • Experience supporting geographically distributed teams and systems

  • Experience with high-latency/low-bandwidth satellite-connected environments

  • Master's degree in a technical, business, or management discipline
