Description

Westwood Professional Services, Inc is seeking a Transportation Project Manager is responsible for leading and managing transportation programs and portfolios on behalf of public-sector clients, including cities, parishes, MPOs, and state agencies. This role focuses on program delivery, team leadership, client coordination, schedule and budget management, and reporting, rather than hands-on design production.

The Project Manager oversees multiple projects and consultant teams, serves as the primary point of contact for the client, ensures alignment with program goals, and provides strategic oversight to deliver projects on time, within budget, and in accordance with agency requirements. This position is ideal for a proven leader who excels at managing people, processes, and client relationships across complex transportation programs.

Requirements

  • Leads the delivery of transportation programs and multi-project portfolios, ensuring alignment with client objectives, scope, budget, schedule, and quality expectations.
  • Serves as the primary client liaison, building trusted relationships with municipal, parish, MPO, and state agency staff; facilitates regular coordination meetings, status updates, and briefings.
  • Provides day-to-day leadership and direction to multidisciplinary project teams and subconsultants, ensuring clear roles, accountability, and effective collaboration across multiple projects.
  • Oversees program schedules, budgets, and financial performance; tracks progress, identifies risks, and implements corrective actions as needed.
  • Develops and manages program-level reporting, including dashboards, schedules, financial summaries, and progress reports for client review.
  • Coordinates with internal technical leads and discipline managers to ensure projects are adequately staffed and progressing in accordance with program priorities.
  • Facilitates stakeholder coordination among agencies, utilities, regulatory bodies, and the public to support timely project advancement and approvals.
  • Supports construction-phase coordination from a program oversight perspective, including tracking milestones, resolving high-level issues, and supporting client decision-making.
  • Ensures compliance with applicable local, state (including LADOTD), and federal requirements, policies, and procedures across the program.
  • Performs other duties as assigned to support program success and firm objectives.


Minimum Qualifications 
  • Education: Bachelor of Science or higher in Civil Engineering from an accredited university.
  • Licensure: Registered Professional Engineer (PE) in Louisiana preferred. Strong program management experience may be considered in lieu of licensure for the right candidate. 
  • Experience: 6-10+ years of progressive experience in transportation engineering and project management, including leading roadway design, drainage/sewer systems, geometric analysis, consultant coordination, and public/private infrastructure projects. 
  • Demonstrated experience managing multiple projects or programs, consultant teams, schedules, and budgets.
  • Proven ability to lead teams, manage client expectations, and deliver complex transportation programs successfully.
  • Experience with LA DOTD routes/projects preferred; knowledge of local/state/federal permitting and agency relationships. 
  • Valid driver's license with acceptable driving history required.

Technical Skills 
  • Strong understanding of transportation project delivery processes and public-sector capital programs.
  • Knowledge of transportation design software: MicroStation, InRoads/PowerInRoads/OpenRoads; AutoCAD Civil 3D highly desirable. 
  • Working knowledge of hydrologic/hydraulic tools (HEC-RAS, HydroCAD, HYDRWIN) and related modeling. 
  • Extensive experience in roadway geometry, drainage/stormwater design, construction plans/specifications, cost estimating, constructability reviews, and field issue resolution.
  • Familiarity with agency procedures, funding programs, and approval processes (e.g., LA DOTD, FHWA, MPOs).
  • Experience with program controls, scheduling, budgeting, and reporting tools.
