Public Works Technical Assistant I is the entry-level class. Employees are closely supervised, and their work is more routine in nature, reviewed in process and upon completion. As experience is gained, the employee will be expected to work more independently on more difficult problems/projects. MINIMUM QUALIFICATIONS

\r\nTO\r\nQUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM\r\nREQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-III) AND DRIVER'S LICENSE.\r\n\r\n\r\nEITHER I\r\n\r\n\r\nExperience:The equivalent of two (2) years of full-time experience in the classification of Specialist Clerk I or higher, assigned to Public Works in the Alameda County Classified Services.\r\n\r\n\r\n\r\nOR II\r\n\r\n\r\nEducation:Completion of 12 semester units (or the equivalent) from an accredited college or junior college in the following subjects or areas; building codes, blueprint reading, public works or construction inspection, mechanical or computer-aided drafting, plane surveying, engineering graphics, descriptive geometry, trigonometry, calculus, physics, physical or environmental geology, chemistry, biology, botany, or zoology.\r\n\r\n\r\n\r\nOR III\r\n\r\n\r\nExperience:The equivalent of one (1) year of full-time experience performing sub-professional work in the areas of engineering, survey, construction management practices, maintenance, inspection practices, building inspection, permits, contracts, and environmental or water quality regulatory compliance.\r\n\r\nLicense: Possession of a valid California Motor Vehicle Operator's License.\r\n\r\n\r\nNOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.\r\n\r\n \r\n\r\n

The\r\nmost suitably qualified candidates will possess the following competencies:\r\n\r\n\r\nKnowledge of:\r\n Office methods and procedures, including filing and record-keeping practices. \r\n Technical report writing. \r\n Engineering plans, drawings, maps and specification. \r\n Elements of traffic studies. \r\n Environmental and water quality impact assessment and mitigation. \r\n Elements of engineering design and construction methods. \r\n Procedures involved in the processing of boundary changes. \r\n Elements of land surveying. \r\n Computer programming and operations, including word processing and spreadsheets, databases, photo and graphics programs. \r\n Contract and agreement administration. \r\n State of California codes, regulations and specifications related to program responsibility. \r\n Local, State and Federal environmental and clean water laws and regulations. \r\n General principles of the natural and physical sciences and storm water and facilities drainage. \r\n General provisions of the Uniform Building Code, Plumbing, Mechanical, Electrical and the State Electrical and Housing Codes. \r\n Modern building materials, tools, practices and nomenclature. \r\n Common methods and practices used in routine public works construction. \r\nAbility to:\r\n Review plans and legal documents for compliance with agency policies and legal provisions. \r\n Research, organize and write clear and concise reports and correspondence. \r\n Read and interpret building plans, specifications, legal descriptions, construction and engineering drawings topographic maps, tract descriptions and technical reports in a variety of fields for compliance with legal provisions and established guidelines. \r\n Examine, analyze and process documents such as maps, survey data, plans, specifications, contracts and agreements. \r\n Prepare agreements, contracts, Board letters, resolutions and similar items. \r\n Communicate and work effectively with County employees, outside agencies and the public. \r\n Prepare and adopt computer programs to meet program needs. \r\n Reach collaborative solutions, using problem-solving skills. \r\n Conduct special studies or field investigations as part of an inter-disciplinary team. \r\n Review and interpret legislation and regulations. \r\n Work outdoors in possibly adverse weather conditions. \r\n Traverse unpaved terrain by vehicle and/or on foot. \r\n May lift and carry tools, equipment and/or materials weighing up to 55 pounds. \r\n

EXAMINATION COMPONENTS

THE EXAMINATION WILL\r\nCONSIST OF THE FOLLOWING STEPS:\r\n\r\n\r\n\r\n\r\n A review of\r\n applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum\r\n requirements for the class will move on to the next step in the examination\r\n process.\r\n A review of the\r\n supplemental questionnaire to determine the best qualified that will be\r\n weighted as qualifying only (pass/fail). Candidates who pass the best qualified\r\n exam component will move on to the final step in the examination process.\r\n An oral examination\r\n which will be weighted as 100% of the candidates' final examination score.
