Job description

Responsibilities & Qualifications
We are seeking a Network Program Manager to join our team supporting a national law enforcement agency NOC. This team provides support services for Network(s) Management, Operations, and Maintenance for all Network(s) infrastructure. Support includes providing real-time incident monitoring, predictive and proactive analysis and reporting, incident resolution and escalation, problem management and resolution, coordinating of events related to network communications, network utilization and availability analysis and reporting. The NOC is staffed 24x7x365 with three (3) shifts of mid to senior level contract technicians and handles approximately 4,000 tickets a month.
REQUIRED QUALIFICATIONS
Experience
  • At least A minimum of Fifteen (15) years' experience in organizing, directing, and managing contract operation support functions and multiple complex and inter-related projects for a large, complex Federal agency
  • Five (5) years of relevant technical network experience with a bachelor's degree in a non-technical field. In lieu of a bachelor's degree, eight (8) years of relevant technical network experienceEducation: Bachelor's degree in related technical field such as Management Information Systems, Computer Science, Engineering, IT, Networking and Telecommunications or equivalent experience
  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.

Certifications preferred include:
  • Project Management Professional (PMP) and ITIL v3 Foundation certifications to ensure contract functions, program/project management services, performance tracking and reporting, and task order execution are conducted and managed according to industry best practices.

  • Background Investigation is required

RESPONSIBILITIES
The Network Program Manager (PM) is responsible for overseeing all aspects of the successful delivery of task order requirements throughout the period of performance, ensuring a high-quality customer experience. The Network Program Manager will serve as the Contractor's Point of Contact (POC) for the Contracting Officer's Representative (COR). The Network Program Manger organizes, directs, and manages contract operation support functions, involving multiple, and complex and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintain and manages the client interface at the senior levels of the client organization. Meets with customer and Contractor personnel to formulate and review task plans and deliverable items. Responsible for Quality Management. Ensures conformance with program task schedules and costs. Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.
