Position Overview

Under general direction, functions as the Statewide Technical Assistance Coordinator for the Division of Behavioral Health and Recovery substance use services Technical Assistance unit. Confers with management to resolve payment and service delivery system problems and implements improvements. Organizes, plans, executes and interprets substance use policy and rules for the organization, DBHR staff and DHS staff. Reviews, evaluates and analyzes existing policies, procedures and quality assurance operational manuals for DBHR substance use programs. Develops and delivers training to providers and staff to resolve areas of confusion and recurring misinterpretations of rules or misunderstanding of policies. Evaluates effectiveness of training and revises as appropriate. Serves as representative of DBHR for quality assurance programs and related provider functions as they relate to other DHS offices, federal and state agencies and the general public.

Essential Functions
  • Serves as Statewide Technical Assistance Coordinator for the Division of Behavioral Health and Recovery (DBHR) substance use services Technical Assistance unit.  
  • Develops and interprets substance use policy, rules and training for providers, DBHR staff and DHS staff. 
  • Reviews, evaluates and analyzes existing licensure, Medicaid and grants billing policies, procedures and manuals regarding quality assurance operations for DBHR programs.
  • Responds to internet communication regarding substance use disorder treatment Quality Assurance programs operated by organizations. 
  • Serves as representative of DBHR substance use services for Quality Assurance programs and related provider functions as they relate to other DHS offices, federal and state agencies and the general public. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. 
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in business or public administration. 
  • Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills
  • Of the two (2) years of responsible administrative experience, requires two (2) years of experience in delivering substance use treatment services in an Illinois licensed substance use disorder treatment program. 
Preferred Qualifications
  • Two (2) years of experience in delivering substance use treatment services in an Illinois licensed substance use disorder treatment program. 
  • Two (2) years of professional experience in developing substance use disorder treatment programs that meet the diverse needs of clients in both public and private organizations.
  • Two (2) years of professional experience in developing and delivering staff training on best practices for substance use treatment and applicable state regulations. 
  • Two (2) years of professional experience in effectively applying critical thinking skills to ensure provider compliance with substance use treatment policies and relevant state regulations.
  • Two (2) years of professional experience in collaborating with management to resolve issues and implement improvements.
  • Two (2) years of professional experience in presenting and collaborating with various State and community groups.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
