Technical Writer/Knowledge Manager ROLE OVERVIEW

Red Arch Solutions is seeking a versatile Knowledge Manager / technical Writer to establish and govern the knowledge management framework for an enterprise metadata modernization program supporting the Defense Intelligence Agency (DIA).

This professional will be the cornerstone for capturing, organizing, and disseminating critical program knowledge. You will establish centralized repositories on secure networks, author technical documentation, and develop comprehensive, role-based training programs that empower data stewards and technical staff across the agency.

KEY RESPONSIBILITIES
  • Repository Management: Establish, maintain, and govern a centralized knowledge repository on the DIA JWICS SharePoint site to house project documentation, technical artifacts, training materials, and decision logs)).
  • Document Governance: Implement robust document management processes, including strict version control, review/approval workflows, access controls, and retention lifecycle management
  • Curriculum Development: Design and develop comprehensive, role-based training materials. This includes authoring course curricula, presentation decks, hands-on exercise guides, quick-start manuals, and video tutorials
  • Technical Authoring: Draft, review, and refine complex technical documents, white papers, strategy documents, and standard operating procedures (SOPs) required by the program scope.
  • Knowledge Sharing: Facilitate communities of practice, organize regular knowledge-sharing sessions, and maintain expert directories to foster a culture of collaboration across the enterprise.
REQUIRED QUALIFICATIONS
  • Clearance: Active, current Top Secret / SCI with Polygraph is mandatory.
  • Experience: 8+ years of experience blending technical writing, instructional design, and knowledge management within the DoD or IC environment.
  • Technical Literacy: Expert-level proficiency with Microsoft SharePoint (specifically in secure environments like JWICS) and the Microsoft Office Suite.
  • Education: Bachelorโ€™s degree in English, Communications, Information Systems, or a related field.
DESIRED SKILLS & FRAMEWORKS
  • Experience utilizing Atlassian Confluence for documentation in an Agile/DevSecOps environment.
  • Familiarity with data governance terminology and IT systems architectures.
  • Exceptional analytical thinking and the ability to articulate complex data structures to non-technical stakeholders.

Salary range for this position $165,000-175,000 #CJ

The Red Arch Solutions pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.
