Job Description IT Program Manager Overview We are seeking an experienced IT Program Manager to oversee one or more complex technology programs, ensuring alignment across scope, schedule, budget, resources, risks, and business objectives. The Program Manager will provide strategic oversight of multiple projects, support project teams in successful delivery, and ensure adherence to established project and program management frameworks and governance practices. Key Responsibilities Oversee multiple IT projects and programs, ensuring alignment with established project delivery methodologies, governance processes, and organizational objectives.

Provide oversight of project plans, schedules, budgets, risks, issues, dependencies, and resource requirements. Identify and resolve program-level challenges and provide guidance to Project Managers to ensure successful delivery on time and within budget. Support the development of business justifications, program charters, project proposals, and related documentation.

Provide oversight of vendor contracts, Statements of Work (SOWs), contract compliance, and vendor performance. Manage a portfolio of projects to support annual business plans, strategic objectives, and defined success metrics. Establish and maintain strong relationships with executive leaders, business stakeholders, project sponsors, vendors, and delivery teams.

Prepare program status reports, financial forecasts, dashboards, and variance explanations for senior leadership. Lead or participate in annual program and project planning activities, including prioritization, resource planning, budgeting, and scheduling. Facilitate program governance meetings, steering committees, stage gates, and executive reviews.

Ensure effective management of scope, schedule, cost, quality, resources, risks, issues, dependencies, and business outcomes throughout the program lifecycle. Provide leadership, direction, and escalation support across cross-functional project teams. Experience & Qualifications Bachelor's degree in Computer Science, Business Administration, Engineering, Information Technology, or a related discipline.

15+ years of IT Project and Program Management experience, including responsibility for medium- to large-scale, cross-functional initiatives and at least 5 years of Program Management experience. PMP certification required; PgMP strongly preferred. PMI-ACP or other relevant project management certifications are an asset.

Demonstrated accountability for end-to-end program delivery, including scope, schedule, budget, quality, resources, risks, issues, vendor performance, and business outcomes. Experience leading cross-functional teams involving Business Analysts, Organizational Change Management, Architecture, IT, vendors, business SMEs, and senior stakeholders. Strong knowledge and practical experience with Agile, Waterfall, and Hybrid delivery methodologies.

Experience working within structured PMO governance environments, including program reporting, financial forecasting, deliverable management, stage gates, and executive steering committees. Proven experience managing vendors and system integrators, including SOW development, contract performance, deliverable quality, and escalation of commercial or delivery issues. Demonstrated ability to manage program schedules, budgets, pricing, resources, and technical performance to meet delivery commitments.

Strong leadership, communication, facilitation, negotiation, problem-solving, stakeholder management, and executive presentation skills. Experience in regulated industries, critical infrastructure, utilities, or capital project environments is an asset. Demonstrated ability to build effective and trusted partnerships across business, IT, executive, vendor, and delivery teams.
