Transportation Analyst I/II
Under general supervision or direction, provides analytical, programmatic, and project support to the Tuolumne County Transportation Council (TCTC) and Tuolumne County Transit Agency (TCTA) Executive Director, Board, and assigned programs and projects; interprets and applies state and federal transportation regulations, funding requirements, and policy frameworks; supports the planning, programming, and delivery of transportation and transit projects; conducts research and analysis of transportation conditions, trends, and service needs; acts as a liaison and project facilitator with member agencies, state and federal partners, and community stakeholders; and performs related work as required.
Senior Transportation Analyst
Under general direction, plans, leads, and oversees analytical, programmatic, and project delivery functions in support of the Executive Director, Board, and assigned Department Head; takes primary responsibility for complex transportation and transit programs, regulatory compliance, and strategic project programming; provides professional-level analysis and policy guidance; serves as project manager for major initiatives and as a primary point of coordination for member agency staff; exercises supervisory responsibility over assigned professional and support staff; and performs related work as required.
The Transportation Analyst position(s) serve at the pleasure of the appointing authority.
Supervision Received and Exercised
Transportation Analyst I/II: Receives general supervision or direction from assigned supervisory or management personnel. Exercises no direct supervision over staff. May provide functional direction to lower-level staff or interns.
Senior Transportation Analyst: Receives general direction from assigned management personnel. Exercises direct and general supervision over assigned professional and support staff.
Class Characteristics
Transportation Analyst I
This is the entry-level class in the Transportation Analyst series. Initially under close supervision, incumbents perform analytical, programmatic, and project support work in transportation and transit programs. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level generally perform most of the duties required of the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to regulatory interpretation, project programming, and grant management.
Transportation Analyst II
This is the fully competent class in the Transportation Analyst series. Incumbents independently manage assigned transportation and transit programs and projects; interpret and apply state and federal regulations and funding requirements; and provide professional-level analytical and project management support to TCTC/TCTA and member agencies. Incumbents are expected to have working knowledge of California and federal transportation funding programs, transit operations support, and project delivery processes. Positions at this level are distinguished from the I level by the performance of the full range of assigned duties, working independently, and exercising a higher level of judgment and initiative. This class is distinguished from the Senior Transportation Analyst in that the latter may be responsible for supervising lower-level staff and is capable of performing the most complex assigned duties.
Senior Transportation Analyst
This is the senior-level class in the Transportation Analyst series. Incumbents lead and manage complex transportation and transit programs, regulatory compliance efforts, and special projects of significant public and policy consequence. Incumbents provide strategic analysis and guidance to the Executive Director and Board; serve as the primary point of coordination for member agencies on transportation project programming and delivery matters; and exercise supervisory responsibility over assigned staff. This class is distinguished from department manager classifications in that the latter have full management authority over the scope of departmental operations.
Examples of Duties

Transportation Analyst I/II:
  • Interprets, applies, and monitors compliance with applicable federal and state transportation laws, regulations, funding requirements, and program guidelines, including those administered by Caltrans, the Federal Transit Administration (FTA), the Federal Highway Administration (FHWA), and other oversight agencies.
  • Supports the programming of projects in the Regional Transportation Improvement Program (RTIP), State Transportation Improvement Program (STIP), and other state and federal funding programs; tracks project status and funding obligations.
  • Analyzes transportation and transit conditions, service data, ridership trends, and operational performance; prepares reports, analytical memoranda, and Board materials with findings and recommendations.
  • Serves as project manager or project coordinator for assigned transportation and transit projects, managing scope, schedule, budget, and stakeholder coordination through all phases of delivery.
  • Facilitates coordination between TCTC/TCTA and member agencies (city and county) on transportation project development, funding, and delivery; provides programmatic guidance as needed.
  • Supports transit operations functions, including service planning, performance monitoring, regulatory compliance reporting, and coordination with transit operators and oversight agencies.
  • Oversees consultant preparation of required plans such as the Short-Range Transit Plan (SRTP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP); manages scope, schedule, and deliverable quality on behalf of TCTC/TCTA.
  • Prepares required compliance documents, including but not limited to Title VI Programs and Americans with Disabilities Act (ADA) transition plans and related submissions.
  • Monitors developments in federal and state transportation legislation, policy, and funding programs; prepares written summaries and analyses of implications for TCTC/TCTA programs and member agencies.
  • Assists with the preparation and administration of consultant contracts, requests for proposals (RFPs), and interagency agreements; monitors contract performance and deliverables.
  • Represents TCTC/TCTA at advisory committees, regional planning forums, public meetings, and stakeholder working groups; participates on interdisciplinary committees as assigned.
  • Coordinates and responds to public inquiries, complaints, and requests for information related to transportation programs and transit services.
  • Maintains accurate program records, tracking systems, databases, and project files; supports Board meeting preparation, including agenda items and staff reports.
  • Performs related work as required.
Senior Transportation Analyst: (in addition to the above)
  • Plans, leads, and oversees multiple complex transportation and transit programs and projects simultaneously; exercises primary accountability for program outcomes and regulatory compliance.
  • Provides strategic analysis and policy guidance to the Executive Director and Board on transportation programming, regulatory requirements, and transit operations matters; prepares and presents complex staff reports and Board action items.
  • Serves as TCTC/TCTA's primary point of coordination with member agency planning and public works staff; leads interagency collaboration on project development, funding strategy, and regulatory matters.
  • Leads the oversight of consultant-prepared plans and studies; manages consultant scope, schedule, and deliverable quality; ensures products meet regulatory and Board requirements.
  • Reviews proposed state and federal legislation and regulatory changes; prepares written analyses and recommends positions or responses on behalf of TCTC/TCTA.
  • Leads the preparation and evaluation of requests for proposals; establishes contract terms; administers complex professional services contracts and monitors performance and deliverables.
  • Exercises supervisory responsibility over assigned Transportation Analyst and support staff; plans, assigns, and reviews work; provides training, mentorship, and performance evaluation.
  • Identifies and recommends opportunities for new or expanded grant funding; supports development of funding strategies aligned with regional transportation priorities in coordination with the Fiscal Analyst.
  • Represents TCTC/TCTA as a committee member or committee chair at regional, state, and interagency forums as assigned.
  • Performs related work as required.

Minimum Qualifications
Knowledge of:
  • Principles and practices of transportation programming and project delivery in a public agency context.
  • Project management principles and practices applicable to transportation and transit programs.
  • Research, analysis, and reporting methods; data analysis and presentation techniques.
  • Principles of public agency administration, governance, and intergovernmental coordination.

Transportation Analyst II: (In addition to the above)
  • Federal and state transportation funding programs, including but not limited to FTA, FHWA, Caltrans, and regional funding sources, applicable grant requirements, and compliance obligations.
  • Transit operations principles, performance standards, and regulatory requirements, including FTA oversight, ADA, Title VI, and transit safety regulations.
  • Applicable federal, state, and local laws, regulatory codes, and procedures relevant to the assigned area of responsibility.
  • Principles and practices of grant and contract administration and evaluation.
  • Recent and ongoing developments, current literature, and sources of information related to transportation programming, transit operations, and funding programs.
Senior Transportation Analyst: (In addition to the above)
  • Principles and practices of business and public administration and government, including strategic planning and policy development.
  • Principles and practices of employee supervision, including work planning, assignment, review, evaluation, and training of staff.
Ability to:

One (1) year of responsible analytical, programmatic, or project support experience in transportation, transit, public administration, or a closely related field. Equivalent education in public administration, urban or regional planning, transportation planning, or a related discipline may substitute for experience on a year-for-year basis.
Transportation Analyst II:
Two (2) years of professional experience performing transportation program management, project delivery, grant administration, or closely related analytical work, preferably in the public sector; or one (1) year of experience equivalent to Transportation Analyst I with TCTC/TCTA.
