Job description

Job Purpose Performs specialized appraisal of residential real estate for County tax purposes. Collects pertinent data, enters the data into the Mass Appraisal computer system, proofs and performs final review to produce a tax listing and appraised tax value. Provides service to the public related to residential real property tax appraisal.

Reviews appeals of residential properties to make corrections and/or present values to the Board of Equalization and Review as needed. Work is performed under the supervision of the Senior Appraiser. Responsibilities Performs field visits to list, measure and assess the pertinent characteristics of residential land and improvements.

Documents visit with a photograph. Inputs listing information into the CAMA system, making all needed changes. Proofs work to ensure the quality of data entry.

Determines the tax value of residential real property including dwellings, outbuildings, site improvements and land, utilizing the approved schedule of values, maintaining equalization with similar and/or neighboring properties, and recognizing a wide range of influences on value. Interacts with the public to provide information and answer citizen questions. Reviews residential listings and values with citizens upon request.

Displays professional conduct when interacting with the public both in the office, field and via phone/email. Reviews appeals of residential real property, including informal Board of Equalization & Review and Property Tax Commission cases. Visits property as needed, reviews pertinent sales and assessment data, reviews submitted information, communicates with appellant, tracks the case on approved form, makes notes regarding the case for future reference, produces material for submission to appeal boards, presents case before appeal board and answers board questions.

Qualifications Graduation from high school (or equivalent) One year of realtor, appraiser, construction or mortgage related training and one year of experience in the real estate brokerage, appraisal, construction or mortgage field; or an equivalent combination of training and experience. Valid NC Driver's license with acceptable driving record. Successful completion (within two years of employment) of UNC SOG Listing and Assessing and IAAO 101 Fundamentals of Real Property Appraisal.

Skills & Abilities Considerable knowledge of policies, guidelines, and procedures used in appraising residential property. Considerable knowledge of construction costs, building materials and land values. Working knowledge of tax listing procedures and forms.

Working knowledge of deeds and laws affecting the transfer of real property. Working knowledge of mathematics. Working knowledge of grammar and composition.

Working knowledge of computers. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to effectively and appropriately respond to difficult or confrontational behaviors by members of the public.

Ability to exercise independent judgment in the evaluation of residential properties and work with very little supervision. Ability to perform light office & field work, including standing, walking, sitting, stair climbing, reaching, stooping, kneeling, twisting, driving, use of the phone, use of a measuring tape, occasionally lifting up to 25 lbs, and 4 hours daily exposure to temperatures from 30 to 95 degrees Fahrenheit
