Title: Employment and Human Services Advisor - TANF/Choices
Classification: Non-Exempt
Salary: $52,000
Scope of Position: The Employment and Human Services Advisor provides direct support to families receiving Temporary Assistance for Needy Families (TANF) through the Choices program. This role focuses on helping participants achieve self-sufficiency by developing Family Employment Plans, addressing barriers to employment, and coordinating access to workforce, training, and support services. The representative works closely with the Texas Health and Human Services Commission (HHSC), community partners, and internal teams to ensure compliance with program requirements and provide holistic, customer-centered services.
Key Responsibilities:
• Conduct interviews and comprehensive needs assessments to identify employment goals, barriers, and service needs
• Develop and manage Family Employment Plans that outline steps toward employment and self-sufficiency
• Provide career services, including job referrals, resume assistance, job readiness activities, and labor market information
• Deliver ongoing case management, including follow-up, barrier resolution, and coordination of support services (e.g., transportation, childcare)
• Monitor and document participation hours to ensure compliance with federal and state TANF time requirements and avoid sanctions
• Facilitate access to short-term training, job search assistance, and referrals to educational or community-based programs
• Collaborate with HHSC caseworkers, workforce partners, and community organizations to support participant progress and family stability
• Maintain accurate records and case notes in compliance with Choices program guidelines and performance benchmarks
• Ensure timely reporting and data integrity within workforce systems

Education and Experience Requirements:
• Bachelor's degree preferred, or equivalent experience
• Previous experience with TANF programs is preferred
• Possess an educational background to support career coaching decisions
• Must be organized and able to efficiently handle several tasks simultaneously
• Demonstrated telephone, problem-solving, computer, and written communication skills
• A working knowledge of MS Office
• Must have reliable transportation to and from the worksite and other required locations
