As our Talent Acquisition Manager, you'll lead the full hiring engine-  sourcing, recruiting, interviewing, and onboarding- across all ACC locations and across a genuinely diverse mix of roles, from direct support professionals and clinicians to educators and behavioral health specialists. You won't be recruiting for one program in one building; you'll be building the workforce behind an entire continuum of care.

JOB SUMMARY

The Talent Acquisition Manager leads and manages Anne Carlsen Center's full life-cycle talent acquisition function across all ACC locations, including sourcing, recruiting, interviewing and onboarding strategy. The Talent Acquisition Manager partners with hiring managers and organizational leadership to plan and execute workforce staffing strategy, and reports directly to the Chief Human Resources Officer. This position may travel up to 25%.

QUALIFICATIONS (minimum requirements)

Education and/or years’ experience required:

  • Bachelor's degree in Human Resources, Business, related field, or equivalent
  • Three years of experience in human resources, talent acquisition, recruitment, or business operations role with similar scope and responsibility
  • Experience working with an applicant tracking system (ATS)
  • Must possess current knowledge and experience with employment laws and regulations
  • Valid ND Driver's License

Preferred Skills and Abilities:

  • Master's degree in Business, Human Resources, or related field
  • Five years of experience in talent acquisition or recruitment
  • Two years of management experience
  • Two years of operational analytics experience
  • HRCI or SHRM certification preferred
  • Experience working with multiple and/or remote locations
  • Experience with employer branding, creative sourcing, and workforce development or credential-advancement pipelines in a rural healthcare or human services setting

Supervision of others/decision making aptitude (if applicable): This position has supervisory responsibility for the Talent Acquisition Specialist/s and/or Talent Advisor/s.

ESSENTIAL FUNCTIONS

  • Demonstrates ability to lead, manage, and supervise the Talent Acquisition team, providing coaching, guidance, and performance management to achieve recruitment goals and objectives.
  • Demonstrates ability to develop and execute full life-cycle talent acquisition strategy, including sourcing, posting, screening, interviewing, offer negotiation, background screening, drug testing, and onboarding support across all ACC locations.
  • Demonstrates ability to collaborate with senior leadership and hiring managers to understand organizational goals and translate them into staffing, recruiting, and sourcing plans.
  • Demonstrates ability to identify staffing and recruiting needs; develops and executes best practices for hiring, sourcing, and talent management, including creative sourcing and networking strategies to attract candidates outside the immediate service area.
  • Demonstrates ability to track and analyze recruitment metrics and data (e.g., time-to-fill, source of hire, applicant flow, new hire turnover) and report findings to the leadership team to drive decisions and continuous improvement.
  • Demonstrates ability to manage relationships and contracts with talent acquisition vendors and partners, including job boards, the HRIS/ATS system, staffing agencies, and social media or employer branding platforms such as LinkedIn.
  • Demonstrates ability to lead in best practices for advertising, hiring, and sourcing.
  • Demonstrates ability to partner with hiring managers on job description creation and revision, workforce planning, and projected future needs.
  • Demonstrates ability to represent ACC at career fairs and community or educational events to build pipeline relationships with students, new graduates, and experienced candidates.
  • Demonstrates ability to monitor and ensure compliance with federal, state, and local employment laws throughout the recruiting and hiring process, including background check adverse action procedures and North Dakota DD licensee requirements.
  • Demonstrates ability to lead or assist with the Exit Interview process for voluntarily separated employees.
  • Demonstrates ability to support development of training programs that advance recruitment, sourcing, and onboarding practices.
  • Demonstrates ability to conduct research and analysis of workforce and staffing trends, including review of reports and metrics from the organization's HRMS or talent management system.
  • Demonstrates ability to strongly demonstrate analytical, problem-solving, and conceptual thinking capabilities; interpersonal and communication skills (verbal, written, and presentation); and proven time management aptitude.
  • Demonstrates ability to act as a change agent within the organization and adapt to a rapidly changing environment with planning and implementation as needed.
  • Demonstrates ability to interact professionally with employees at all levels as well as external stakeholders on behalf of the organization.
  • Demonstrates ability to maintain a high level of confidentiality, ethics, professionalism, and customer focus in all aspects of responsibilities.
