The Talent ManagementΒ SpecialistΒ independentlyΒ provides comprehensive staffing and recruitment support throughout the federal hiring lifecycle. Serving as a trusted advisor to management officials, this position ensures recruitment actions are executed efficiently, accurately, and in compliance with Office of Personnel Management (OPM) regulations, merit system principles, and agency hiring policies. The role supports workforce planning, recruitment strategy development, candidate assessment, hiring operations, onboarding activities, and workforce reporting.Β 

Key ResponsibilitiesΒ 

RecruitmentΒ & StaffingΒ Advisory ServicesΒ 

  • Advise management officials on federal recruitment and staffing strategies to meet workforce needs.Β 

  • Provide guidance on hiring authorities, recruitmentΒ flexibilities, and workforce planning initiatives.Β 

  • Consult with hiring managers regarding position requirements, recruitment approaches, and candidate qualification standards.Β 

  • RecommendΒ appropriate hiringΒ methods, including Delegated Examining (DEU), Merit Promotion, Direct Hire Authority, and special hiring programs.Β 

  • Support student employment, internship, Pathways, and recent graduate hiring programs.Β 

Federal Hiring OperationsΒ 

  • Conduct job analyses toΒ identifyΒ critical duties, competencies, and qualification requirements.Β 

  • Develop and post vacancy announcements through USA Staffing andΒ USAJOBS.Β 

  • CreateΒ assessmentΒ questionnaires and applicant evaluation criteria.Β 

  • Develop crediting plans and rating methodologies consistent with federal staffing regulations.Β 

  • Review and evaluate applications toΒ determineΒ eligibility and qualifications.Β 

  • Apply veterans'Β preferenceΒ and other statutory hiring requirements.Β

  • Coordinate with security, personnel processing, payroll, and onboarding teams.Β

HR Systems & Records ManagementΒ

  • Understanding ofΒ Delegated Examining (DEU) and Merit Promotion processes.Β 

  • Experience reviewing applicant qualifications and applying federal qualification standards.Β 

  • Experience using USA Staffing, FPPS,Β eOPF, and USAJOBS.Β 

  • Strong customer service, communication, and consulting skills.Β 

  • Ability to manage multiple recruitment actions simultaneously while meeting deadlines.Β 

  • ProficiencyΒ with Microsoft Office applications and HR information systems.Β 

Preferred QualificationsΒ 

  • Experience as a Human Resources Specialist (0201) or equivalent federal staffing professional.Β 

  • Working knowledge of federal classification principles and position management.Β 

  • Familiarity with special hiring authorities, veterans' preference, and Pathways Programs.Β 

  • Experience supporting high-volume federal recruitment operations.Β 

Salary: $90,000 – 120,000Β commensurateΒ with experienceΒ
