Job Description

ProSidian Seeks a Performance Management Consultant - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support an engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices.

The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation. Key objectives are to integrate and maintain financial management activities, business processes, and customer service using project management, administration, and change management techniques.

Performance Management Consultant - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Performance Management Initiatives.  This position Provides the methodology, performance measures, management tools and quality control measures to assure the effectiveness of transformed business processes.

Key project workstreams align with BPA Statement Of Work Workstreams: 3.11 - Performance Management.  The Performance Management Consultant shall support performance management integration within programs and initiatives. Specifically, The Performance Management Consultant shall assist in the development, implementation, maintenance and/or monitoring of a performance management program. Representative activities may include but are not limited to:

  • Maintain a working knowledge of performance management, as well as the application, development, and implementation of performance management frameworks.
  • Evaluate business processes and operations to assess performance indicators.
  • Develop performance measures for new projects and initiatives.
  • Develop standard operating procedures to determine how and the frequency current performance measures will be reassessed.
  • Develop and/or coordinate the use of business intelligence tools for the tracking and reporting of performance management data.
  • Create employee performance measures and update position descriptions to reflect new staff (through organizational integration or hiring), new staff responsibilities and/or leadership expectations.
  • Ensure performance measures are feasible, measurable within the Fed. Govt. Agency's current structure.
  • Provide a performance measurement plan that identifies and reflects an ongoing goal of increased, relevant performance measures for effective decision making.

Qualifications

The Performance Management Consultant - Business Transformation (BT) Initiatives shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

The Performance Management Consultant shall be classified under the Labor Categories and Experience of a Federal Business Systems Specialist II with professional qualifications that include A minimum of 4 years of relevant work experience. Business Systems Specialist II holds a bachelor's degree and will provide a combination of the following:

  • Undertakes studies and analyses to identify areas for productivity improvements.
  • Provides technical and administrative direct support for personnel performing software development tasks including the review of work product for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules.
  • Provides support in the areas of analysis, design, development and implementation of systems and technologies.
  • Develop detailed documentation and specifications to design and procure business tools for specific analytical needs.
  • Assists with the review and analysis of customer requirements or problems and the development of business system tools.
  • Acts as a technology resource in direct support of a larger project by combining basic knowledge of the consulting project combined with technical expertise.
  • Strong Writing and Verbal Communications Skills.

This work will be performed primarily in CONUS - Silver Spring, MD (Plus Work Remotely)

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION:  Work shall be conducted at the CONUS - Silver Spring, MD (Plus Work Remotely)

  • U.S.  Citizenship Required

  • All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.
