Program Manager (Acquisition SME)
**Future Opportunity**
CSEngineering is seeking a Program Manager (Acquisition SME) to join our growing team! This role will support the full lifecycle management of Defense Business Systems (DBS) and IT capabilities by providing senior-level acquisition expertise, strategic oversight, and program leadership across complex, multi-functional portfolios. The ideal candidate will bring extensive government acquisition experience, deep knowledge of the Adaptive Acquisition Framework, and a proven track record managing DoD programs through critical acquisition milestones.
JOB RESPONSIBILITIES
  • The Program Manager will serve as a senior-level advisor and lead for the successful execution of Defense Business Systems (DBS) and IT capability lifecycles, providing expert oversight for complex, multi-functional teams engaged in the analysis, design, integration, and implementation of enterprise-level automated information systems.
  • Manage day-to-day contract support operations, including strategic planning, risk mitigation, and performance tracking across multiple portfolios and locations.
  • Ensure program adherence to acquisition and procurement statutes, regulations, and policies; standardize processes through development of templates and lessons learned.
  • Conduct independent programmatic reviews and facilitate Business Process Re-engineering (BPR) and Organizational Change Management (OCM) efforts.
  • Provide high-level acquisition expertise to drive digital transformation and achieve desired acquisition outcomes aligned with DoD and portfolio-level goals.
  • Serve as an Acquisition SME providing guidance and recommendations to Portfolio Managers on complex acquisition matters specific to DoD laws, policies, and procedures.
  • Support acquisition strategy development in strict compliance with the Adaptive Acquisition Framework (AAF) as outlined in DoDI 5000.02 and associated acquisition pathways.
  • Educate personnel on DoDI 5000 series statutory compliance and streamline and modernize government acquisition processes.
  • Implement Agile and DevSecOps frameworks within the constraints of the DoD acquisition lifecycle to support digital transformation goals.

REQUIRED QUALIFICATIONS
Security Clearance: Active Secret
  • Master's Degree in a relevant field (e.g., MBA, MS in Management, MS in Information Technology, Public Administration, Project Management, or a related discipline)
  • Must hold a current Project Management Professional (PMP) or equivalent/recognized senior Program Management certification or educational degree in Project Management
  • Must hold a DAWIA Advanced/Level III/Professional Certification in Program Management (PM) or Contracting
  • Minimum of ten (10) years of experience in program management and government acquisition
  • Minimum of five (5) years of experience within the DoD specifically supporting the acquisition lifecycle management of Defense Business Systems (DBS)
  • Ten (10) years of progressively responsible leadership experience in the IT or consulting fields, with a proven track record managing projects through critical acquisition milestones and portfolio-level reviews
  • Demonstrated experience authoring comprehensive acquisition documentation in compliance with the Adaptive Acquisition Framework (AAF) per DoDI 5000.02
  • Experience managing or providing oversight for Business System Category (BCAT) programs
  • Experience in Business Process Re-engineering (BPR) and Continuous Process Improvement (CPI) methodologies

PREFERRED QUALIFICATIONS
  • Experience implementing Agile and DevSecOps frameworks within the DoD acquisition lifecycle
  • Familiarity with DoD IT enterprise systems and portfolio management tools

Location: Washington, DC (NCR) with potential travel to other government sites as required.
