The Digital Modernization Sector is seeking a highly qualified Tactical Operations Lead to oversee the INDOPACOM Enterprise Pacific Integrated C4 Solutions (EPICS) program tactical operations (TO) at Ft. Shafter, HI, supporting the INDOPACOM customer to maintain a robust and reliable communication and network infrastructure to execute its mission. The Tactical Operations Lead is responsible for overseeing and coordinating day-to-day operations across all work areas, ensuring alignment with EPICS program TO objectives and seamless execution of operational activities.
Primary Responsibilities:
  • Coordinate and manage IT services, system administration, system upgrades, cybersecurity operations, and network maintenance
  • Monitor and enforce compliance with Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and C5ISR IT activities
  • Assist Program Manager with:
  • Ensure team members receive necessary training and certifications to meet program and mission requirements.
  • Allocate and oversee resources to meet program objectives and deliverables.
  • Develop and integrate processes to ensure smooth program execution across all functional areas.
  • Ensure timely and transparent communication of program status, risks, and issues to stakeholders.
  • Provide timely briefings and reports in accordance with the PWS.
  • Ensure compliance with all contract requirements, deliverables, and quality standards.
  • Monitor and review performance metrics to assess and enhance program effectiveness.
  • Implement continuous process improvements to drive greater program efficiency and success.
  • Manage and support all Contractor personnel across functional areas and geographic locations

Basic Qualifications:
  • Demonstrated experience supervising or leading teams or projects of similar complexity (5+ yrs.)
  • PMP certification
  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Master's with 6+ years of prior relevant experience
  • TS/SCI (SSBI/T5)
  • Experience in INDOPACOM Theater/SOFA Entry Requirements
  • Experience with OCONUS programs; managing geographically dispersed workforce

Desired Qualifications:
  • PgMP certification
  • Experience within US Army Pacific it's subordinate Commands or Strategic Partners (in INDOPACOM AOR)
  • Experience planning, directing, coordinating, and managing the contractor's proposed methodologies and approach for a project or program similar in scope and complexity, leading programs greater than $500M
