Job Summary
The Service Center at the Tennessee Board of Regents (TBR) supports the System Office and Technical Colleges of Applied Technology (TCATs) within the following functional areas: Human Resources, Payroll, Finance, Procurement & Payment Services, and Student.
The Director of Human Resources provides strategic leadership, consultation, and operational oversight for human resources services delivered across the Tennessee Board of Regents (TBR) System. Serving as a trusted business partner to Community Colleges, TCATs, and the System Office, this position collaborates with college leadership and human resources professionals to address workforce needs, implement best practices, and ensure alignment with TBR goals, policies, and regulatory requirements. The Director oversees human resources programs, transactions, compliance, staff supervision, continuous improvement initiatives, and relationship management across supported colleges. This position may have the opportunity to work remotely within the state of Tennessee with periodic visits to the TBR System Office (Nashville, TN) at the employee's expense. There is also potential for travel to Tennessee TBR Colleges.
Job Duties
  • 30% - Benefits • Leads system-wide employee benefits administration and strategy. • Oversees retirement, insurance, educational assistance, deferred compensation, and related benefit programs. • Ensures benefits compliance with applicable federal, state, and TBR requirements. • Reviews legislative and regulatory changes and recommends necessary actions. • Coordinates with state and vendor representatives regarding program changes and reporting requirements. • Oversees annual enrollment, benefits fairs, service awards, charitable campaigns, and Sick Leave Bank administration. • Develops benefits training and communication resources. • Reviews employee benefit appeals, inquiries, and complaints. - (Essential)
  • 30% - Personnel • Provides strategic guidance for recruitment, onboarding, employee relations, personnel actions, and performance management. • Serves as a human resources business partner and consultant to Community Colleges, TCATs, and the System Office. • Manages escalated HR cases and ensures timely, compliant resolution. • Provides consultation on classifications, job descriptions, compensation, and recruitment strategies. • Oversees compensation programs, market analyses, and salary administration. • Develops and delivers system-wide HR technical training and resources. • Advises Colleges and System Office leaders on HR policy and best practices. - (Essential)
  • 15% - Supervision • Ensures accurate and complete HR records. • Directs HR staff and establishes performance expectations. • Promotes compliance, standardization, and process improvement. - (Essential)

Minimum Qualifications
• Bachelor's degree and a minimum of 7 years of related human resources work experience OR a high school degree/GED and a minimum of 12 years of related human resources work experience, with at least 5 of those years being in a supervisory role.
Preferred Qualifications
• Master's degree in Human Resources or a related field
• Human Resources Professional Certification (SHRM-CP, SHRM-SCP, PHR, SPHR)
• Experience in higher education human resources
• Experience within a shared services environment
• Experience in human resources at a TBR institution or TN state government
• Experience with Oracle, Banner, or similar ERP and Applicant Tracking systems
Knowledge, Skills, and Abilities
• Demonstrated ability to serve as a strategic business partner and consultant.
• Knowledge of workforce planning, organizational development, and change management.
• Knowledge of HR laws, regulations, practices, and reporting requirements.
• Ability to analyze data and make sound decisions.
• Ability to maintain confidentiality and compliance with HIPAA and FERPA requirements.
