Job description
Location negotiable within VISN 2, upon selection.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
- GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing supply chain, logistics, inventory, or procurement operations. Collecting and interpreting operational data using automated systems. Preparing analytical reports and recommendations for management. Monitoring supply chain performance and recommending improvements. Applying policies, procedures, and regulations related to supply chain or acquisition activities. Collaborating with stakeholders to resolve operational issues.
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
- Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
- GS 12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently analyzing complex supply chain or acquisition operations. Leading process improvement initiatives and implementing corrective actions. Developing analytical reports, performance metrics, and executive briefings. Providing technical guidance to leadership on supply chain and procurement programs. Evaluating business processes and recommending policy or operational improvements. Coordinating with leadership and stakeholders to resolve complex operational issues.
Physical Requirements and Work Environment
While much of the work is accomplished in an office environment, there is a considerable amount of walking, stooping, bending, kneeling, climbing and stretching required during site visits, inspections and maintenance checks. Individual may be required to perform inspections in warehouse/storage areas and in difficult to reach or potentially hazardous areas or where climbing stairs is required. Work is typically performed in an adequately lighted and climate-controlled environment. However, working conditions could occasionally be dirty, hot, humid or unusually cold. May require travel to Outpatient Clinic and CBOC locations.Education:There is no educational substitution at the GS 12 grade level.
