Job description

Subcontractor Manager / Administrator

Syracuse NY


(Semiconductor or Data Centre Industry experience preferred)


  • Manage subcontract formation and administration for large-scale semiconductor fab construction, supporting critical scopes such as cleanroom construction, mechanical systems, electrical systems, HVAC, process utilities, piping, tool installation, and facility infrastructure.


  • Prepare and review bid packages, scopes of work, commercial requirements, subcontract exhibits, and contract documents for specialty contractors supporting advanced semiconductor manufacturing facilities.


  • Lead the commercial evaluation of subcontractor bids, including scope alignment, pricing analysis, exclusions, qualifications, schedule requirements, and identification of commercial risks.
  • Coordinate pre-bid, bid clarification, pre-award, and subcontractor meetings, ensuring contractors clearly understand Bechtel, customer, engineering, construction, quality, safety, and project requirements.


  • Support and lead subcontract negotiations, including pricing, terms and conditions, change provisions, schedule commitments, payment terms, insurance, bonds, warranties, and other commercial requirements.


  • Administer awarded subcontracts by monitoring progress, cost, schedule, commitments, forecasts, change orders, claims, compliance, and contractor performance throughout construction.


  • Work closely with Construction, Engineering, Project Controls, Procurement, Quality, Safety, and Project Management to resolve subcontractor issues and maintain alignment with the semiconductor fab construction schedule.


  • Evaluate and manage subcontractor changes, potential claims, delays, scope gaps, and commercial issues, maintaining accurate documentation and supporting timely resolution.


  • Maintain subcontract records, commercial bid summaries, award recommendations, status reports, forecasts, and other documentation using digital supply chain, subcontract management, and project automation systems.


  • Support the delivery of high-value, highly complex semiconductor manufacturing projects, with preference for candidates experienced in Intel fabs, semiconductor facilities, data centers, life sciences, cleanrooms, or other technically intensive mega-projects.
