We currently have an exciting opportunity in our Subcontracts department. This position specifically is located in Norfolk, Virginia. We are looking for a Subcontract Administrator. The work schedule is 7am 4pm.

  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

Solicit, negotiate, award and administer subcontracts for goods and services pursuant to requirements of prime contracts, Government and commercial ship repair programs, and internal requirements, including but not limited to the Outline of Authority to Act. Major efforts are on high-dollar and labor-intensive subcontracts.
  1. POSITION DEMANDS (Education/Training)

Typically has a BA/BS in a related field, or AA/AS plus two (2) years' directly related experience, or six (6) years' directly related experience.
POSITION DEMANDS (Required Experience)
  1. Knowledge of:
  1. NASSCO's ship repair approach, organization, procedures and material requirements.
  2. Understanding of Federal Acquisition Regulations (FAR).
  3. Contract law principles and their application to ship repair environment.
  4. Ability to think clearly under pressure of time deadlines.
  5. NASSCO health, safety, and environmental policies.
  1. Skill in:
  1. Negotiating semi-complex, high-dollar, and/or custom Subcontractor service and material procurements.
  2. Maintaining a high degree of attention to detail and sound judgment.
  3. Document preparation including special reports and presentations.
  4. Proficient use of Microsoft Office products.
  5. Excellent business math and verbal and written communication skills.

  1. WORKING RELATIONSHIPS

Reports to the Subcontract Manager. Maintains close internal contact with Engineering, Estimating, Receiving, Integrated Logistics Support, Production, and Quality Assurance. Maintains close external contact with Suppliers and requesting organizations to resolve semi-complex contractual and technical problems associated with unique and/or high-dollar procurement actions. This position has no direct reports.
  1. PRINCIPAL RESPONSIBILITIES

  1. Responsible for procurement of semi complex high-dollar, Subcontractor services and materials which may have long lead times, and other procurements as assigned.
  2. Assist in planning and coordinating facility surveys to determine Subcontractor's ability to perform repair work. Obtain reviews, concurrence, and approvals as required by the Purchasing Manual.
  3. Validate subcontracts and rental requisitions against contract and project specifications with in-depth technical understanding of the statement of work and required subcontractor or leasing company qualifications.
  4. Ensure subcontract agreements clearly specify all pertinent technical requirements and invoke all relevant contract clauses, terms, and conditions.
  5. Perform price analysis and negotiation of subcontractor and leasing company proposals.
  6. Maintain exceptionally close liaison between Subcontractors, Suppliers and Program Managers, and Material Control for resolution of performance problems, and to ensure timely receipt of a satisfactory product/services.
  7. Be aware of NASSCO's "Standards and Business Conduct" and abide by the instructions and guidelines set forth in the standard.
  8. Other responsibilities and duties as assigned.

  1. ACCOUNTABILITY

Accountable to the Subcontract Manager for procurement of acceptable Subcontractor services at the best value while ensuring timely delivery in support of schedule. Results are related to the quality and timeliness of achieving project goals and ability to develop, implement, and/or adhere to processes that comply with contract requirements and maximize productiveness and throughput.

Must have reliable record of attendance and punctuality and be available for overtime as required. Must be able to physically transit all areas of the facility. The noise level in the work environment is usually moderate.
