Job description

This position is multi-faceted and will include aspects of project and contract management, technical engineering and design, financial planning and programming, and stakeholder collaboration and communication.

Project and Contract Management

Assume full ownership of a $25M-$50M structural and architectural project portfolio, responsible for all pre-award functions including writing Statements of Work, Independent Government Estimates, and preparing contractual documents.

Direct all post-award contract management, including critical review of contractor design submittals forroof design, truss calculations, wind uplift, tapered insulation layouts, drainage analysis, flashing and penetration details, foundation repair design, concrete mix designs, steel connection details, and material test reports.

Drive the 35%-100% design review process, leading meetings with stakeholders (Contracting Officers, AE firms, and design engineers) to validate technical specifications against theInternational Building Code (IBC), ASCE 7 (Minimum Design Loads), UFC 1-200-01 and UFC 3-110-03 for Roofing series standards.

Direct the complete structural and architectural lifecycle for full facility renovations, from initial demolition to the design and integration of building envelope, foundations, structural upgrades, roof systems, and interior wall layouts,ensuring full cohesion with mechanical and electrical designs.

Perform contract modifications for design and material changes, evaluating technical trade-offs between cost, structural performance, and roofing system types (EPDM, TPO, PVC, Modified Bitumen) based on value, durability, and mission requirements.

Perform site visits to ensure contractor construction compliance, includinginspecting roof deck conditions, membrane seam quality, flashing installation, concrete formwork, and rebar placement prior to pours. Recommend resolution of differences with contractors and perform value engineering to save money for the federal government.

Technical Engineering and Design

Serve as thestructural technical authorityfor the 704th Test Group on all matters of facility integrity, building envelope integrity, and low-slope roof systems providing expert analysis and decisive engineering recommendations forfoundations, steel-framed structures, heavy rooftop equipment, and complex roof systems.

Act as technical advisor for major construction efforts, deconflicting existing facility structural limitations with new designs and advise senior leaders on projects valued at $1B.

Independently perform and review complex structural analyses, including gravity, wind, and seismic load calculations for facility renovations and equipment installations.

Enforce and interpret strict compliance with theInternational Building Code (IBC), ASCE 7, AISC (steel), ACI (concrete), and relevant Unified Facilities Criteria (UFC)for structural and architectural design.

Financial Planning and Programming

Prepare technical specifications, design, cost estimates, and programming documents to develop a perpetual 3-5-year financial plan forstructural and building envelope systemssupporting 280 facilities.

Align facility infrastructure planning and projects with recently completed Area Development Plans (ADPs), ensuring that long-range facility growth is supported by a robust and scalable structural strategy.

Request and lead engineering studies (e.g., roof studies, geotechnical investigations, structural assessments) to properly plan future construction or repair projects and create defensible capital budget allocations.

Perform construction engineering research on facility condition indexes using BUILDER SMS. Assess life-cycle stages of foundations, roofs, and structures to provide a comprehensive picture of overall performance of facility assets.

Stakeholder Collaboration and Communication

Work cross-functionally with engineers, architects, and managers of the 704th Test Group Facilities and Infrastructure Team. Encourage teamwork, motivate team members, set clear goals, lead by example, and provide feedback to achieve a shared vision and mission.

Translate complex engineering concepts into clear, concise, and actionable terms for non-technical leaders, contracting officers, customers, and other stakeholders.

Act as a key partner to the Structural, Pavements, and Grounds Shop Superintendents on all projects to integrate their critical feedback on constructability and long-term durability.

Communicate effectively verbally and in writing with the engineering team, customers, and high-level stakeholders. Primary modes of communication include technical reports, presentations, meetings, and email.

REQUIRED QUALIFICATIONS:

Education:Bachelor of Science inCivil Engineeringwith and from an ABET-accredited university ismandatory.

Experience:Minimum of 7 yearsof professional engineering experience focused on the design, analysis, and construction ofbuilding structures, envelopes, and foundations.

Clearance:Must have an active Department of Defense Secret Security Clearance or possess the ability to obtain and maintain one.

Citizenship:US Citizenship is required.

Highly Desired Qualifications:

Licensure:Professional Engineer (P.E.) license.

Experience:Writing statements of work and cost estimates for facility structural repairs, roof replacements, and full facility renovations.

Software:Experience with RS Means cost estimating software or equivalent, and BUILDER Sustainment Management System (SMS) or similar SMS system.
