Summary:
The Consultant will be responsible for providing consulting support to the Built Environment Solutions business unit. Consulting support is typically related directly or indirectly to the Department of Defense and may include developing study methodologies, data collection and analyses, planning and programming facility and infrastructure requirements, researching and writing unique reports, and other tasks as assigned.

Essential Functions:

  • Research areas or issues as assigned and write formal and informal reports of varying lengths focused on summarizing information or persuading readers to support objectives.
  • Support continuous process improvement and business process reengineering projects through process mapping; data collection, analysis, & visualization; and development of digital solutions
  • Support project execution to include preparing reports, developing technical documents and presentations, and contributing to others project deliverables.
  • Plan, organize, and lead facilitation of virtual and in-person engagements with project stakeholders focused on visioning, brainstorming, and solving various challenges.
  • Meeting with clients and their representatives as an individual or part of a team to present results, resolve issues, answer questions, and maintain good relations.
  • Project management or project management assistance including budgeting, scheduling, organizing teams, prioritizing multiple projects and deadlines, quality assurance and invoicing. Some additional PM tasks may include:
  • Development of project work plans and scopes of work.
  • Provide project oversight and schedule monitoring.
  • Prepare fee proposals and track and manage project budgets and invoicing.
  • Produce project deliverables including technical memoranda, programming documents (e.g., DD1391s), and technical reports such as Planning Charrette Reports (PCRs).
  • Administer QA/QC for project deliverables.
  • Maintain effective communications with clients and project teams.
  • Technical reporting and presentations.
  • Ensure that the staff resources are deployed in a productive and profitable manner.
  • Conduct regular meetings to ensure that project needs are balanced with staff availability.
  • Supporting proposal development by providing content for the approach, schedule, or other sections as assigned in accordance with the request for proposal or request for qualifications


Competencies:

  • Gather input from stakeholders involved in all aspects of a project to ensure their perspective and specialized knowledge is incorporated into recommendations and proposed solutions.
  • Use statistical analysis, simulations, predictive modeling, or other methods to analyze information and develop practical solutions to business problems.
  • Collect and organize information from a variety of sources, such as computer databases, scanned documents, surveys, and customer feedback
  • Write memos, reports, and develop presentations explaining their findings and recommendations for managers, executives, and other project stakeholders
  • Outstanding communication (written and oral) and presentation skills.
  • Well versed in use of the Microsoft Office suite of products.
  • Working knowledge of data visualization tools (e.g. Tableau, Power BI, and others)
  • Ability and willingness to travel to project sites and other facility offices.
  • Self-directed practitioner with project management and project delivery skills.
  • Ability to direct staff, bid projects, and develop project execution plans and technical deliverables.
  • Technical expert with outstanding team building, writing, proposal development, cost estimating, and program execution skills a plus.
  • Must be able to work effectively as a project manager in a group environment and maintain positive relationships with team members and clients.
  • Organized and detail oriented with excellent interpersonal skills.


Supervisory Responsibilities:

  • None at this time.
  • Future growth potential in this position does exists—if supervisory responsibilities are applied, then individual would supervise, manage, direct and provide oversight of tasks and responsibilities for BES staff and/or other technical support as needed. Collaborate with BES team members, other Project Managers and Deputy Director of BES.

Education and Experience:

  • Undergraduate or graduate degree in engineering, operations research, data science or related field of study.
  • Minimum of eight (8) years of work-related experience.
  • Preferred experience working with or for the Department of Defense.
  • Valid driver's license, in conjunction with successfully passing the Company’s MVR screening.
