We are seeking an experienced Export Compliance Senior Specialist to join our Export Compliance & Policies Licensing team. This is an Expert-level individual contributor role responsible for providing strategic export licensing guidance across Keysight's global business. Working as a trusted advisor, you will partner with engineering, legal, HR, supply chain, operations, and business teams to enable compliant international collaboration while ensuring adherence to U.S. export control regulations.

In this role, you will manage export licensing requirements for hardware, software, technical data, and services throughout the product lifecycle. You will prepare and manage export license applications and agreements under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), provide practical guidance on complex licensing requirements, and help teams navigate challenging export compliance scenarios. Success in this role requires deep hands-on export licensing experience, sound judgment, strong communication skills, and the ability to translate complex regulatory requirements into practical business solutions.

This fully remote position offers the opportunity to work with colleagues around the world in a highly collaborative, global environment. You will join a team of experienced export compliance professionals who support Keysight's continued innovation while helping ensure compliance across international operations.


Responsibilities
  • Prepare, submit, and manage export license applications and agreements under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), including exemptions and license exceptions.
  • Serve as a trusted export compliance advisor by providing guidance to engineering, legal, HR, supply chain, operations, sales, and other business partners on U.S. export control requirements throughout the product lifecycle.
  • Partner cross-functionally to assess export licensing requirements for hardware, software, technical data, services, and international projects while enabling compliant global business operations.
  • Review and approve export transactions, ensuring proper export classifications, use of authorizations, and compliance with applicable U.S. export regulations and Keysight policies.
  • Provide strategic licensing guidance for Keysight's global operations, including support for international subsidiaries, cross-border collaboration, and access to export-controlled technology by employees worldwide.
  • Maintain accurate licensing records and documentation to support audit readiness, regulatory compliance, and government reporting requirements.
  • Collaborate with global compliance teams to ensure consistent interpretation and application of export control regulations across multiple regions.
  • Support the continuous improvement of export compliance policies, procedures, tools, and licensing processes to improve operational efficiency and reduce compliance risk.
  • Participate in cross-functional initiatives focused on process optimization, operational efficiency, and continuous improvement.
  • Engage with U.S. Government agencies regarding export licensing matters and regulatory authorizations, as needed.
  • Stay current on changes to U.S. export control regulations and communicate regulatory updates and business impacts to internal stakeholders.
  • Exercise sound judgment and operate independently when evaluating licensing requirements, balancing regulatory compliance with business objectives.
  • Support export compliance training initiatives by providing subject matter expertise, as needed.

Required Qualifications:

  • Bachelor’s degree or equivalent work-related experience
  • Typically, 8+ years of export compliance experience, including significant hands-on experience with ITAR and EAR export licensing.
  • Experience supporting a global organization with international subsidiaries and cross-border collaboration in a complex regulatory environment.
  • Proven ability to independently prepare, submit, and manage export authorizations, including experience with DSP-5, DSP-73, Technical Assistance Agreements (TAAs), BIS licenses, or similar authorizations.
  • Strong knowledge of U.S. export control regulations (ITAR and EAR) and demonstrated ability to apply regulatory requirements across multiple stages of the product lifecycle.
  • Experience supporting a global organization and providing export compliance guidance across multiple business functions, including engineering, legal, HR, supply chain, operations, and sales.
  • Demonstrated experience operating within a complex regulatory environment while balancing business objectives with regulatory compliance.
  • Excellent written and verbal communication skills, with the ability to explain complex export control requirements to technical and non-technical stakeholders.
  • Proven ability to work independently, exercise sound judgment, and manage multiple priorities in a fast-paced environment.
  • Strong attention to detail with a high level of accountability, ownership, and integrity.
  • This position requires access to technology and/or technical data subject to U.S. export control regulations. Candidates must qualify as a U.S. Person under applicable U.S. export control laws.

  • Designation as an Empowered Official under ITAR.
  • Experience interacting directly with U.S. Government agencies, including the Department of State (DoS) and Department of Commerce (DoC).
  • Experience supporting multinational organizations with international subsidiaries and cross-border collaboration.
  • Experience supporting export compliance program improvements, process optimization, audit readiness, or policy development.
  • Experience in the aerospace, defense, electronics, semiconductor, or other highly regulated industries.
