Summary/Objective 

Organizes, directs, supervises, and evaluates personnel in the performance of daily work assignments to upgrade and maintain City infrastructure and public services. This position functions as a leader of maintenance teams within the department.


Essential Functions 

Oversees maintenance teams in the performance of repairs, construction, installation, and maintenance duties.

  • Oversees and leads teams performing repair, installation, construction, and maintenance duties related to roadways, bridges, drainage systems, sanitary sewer systems, and other public infrastructure maintained by the department. Position is a working supervisor and may perform duties as required.
  • Determines the necessary materials, equipment and personnel required to perform assigned tasks. Maintains accurate records of work completed including materials, equipment usage and personnel hours and works with material suppliers and vendors to ensure the availability of necessary supplies and materials.
  • Works and communicates with internal and external partners (e.g., developers, contractors, etc.) on division projects.
  • Documents and produces accurate reports, asset data, and field observations as required. Enters data into databases in accordance with standard operating procedures (SOP) and industry standards.
  • Checks work sites for potential hazards; determine precautions for safe equipment operation. Oversee the assembly and set up of appropriate traffic control at work sites as required by projects.
  • Ensures the proper preventative maintenance, necessary repairs and replacement, routine inspection, and servicing of the equipment.
  • Understands and interprets plans, repair manuals, and other maintenance materials.
  • Oversee and assists in completing seasonal and emergency maintenance work as required.

 Supervises and manages maintenance team positions assigned to division.

  • Hires and trains staff members, as needed.
  • Provides supervision and oversight of applicable staff.
  • Coordinates schedules of applicable staff.
  • Administers City of Manhattan Policies and Procedures in a consistent manner.
  • Ensures employees supervised demonstrate productivity, competence, and high morale, as well as utilize employees' skills and abilities.
  • Conducts performance planning and evaluations for employees in a timely manner, to include development of goals, objectives, and deadlines.
  • Resolves routine personnel issues or problems.
  • Leads and manages staff with clear and consistent communications.

Performs additional support duties as required.

  • Manages work-related stress that may result of potentially dissatisfied customers or citizens. 
  • May work in and around high traffic areas, utility holes, confined space, trenches, and excretory products, dependent upon division.
  • Attends all required trainings and meetings.
  • Performs other duties as assigned. 

Requirements

Required Education and Experience  

  • High school graduate or equivalent. 
  • Minimum of two (2) years of equipment operating, construction, or related field.   
  • Valid Class A commercial driver's license with airbrakes and Tanker endorsement. 
  • Street, Fleet, and Stormwater Section-specific: OSHA-10 Certification 

Preferred Education and Experience 

  • Three (3) years of experience equipment operating, construction, or related field.   
  • CPR or First Aid Training. 
  • Street, Fleet, and Stormwater Section-specific: LTAP Training (e.g., Asphalt Road & Street Maintenance, Concrete Road & Street Maintenance, Gravel Road, and Street Maintenance); Confined Space Training; Open Trench Safety Training; and APWA Winter Operator Training.

  • Retirement/Pension - City employees are required by statute to contribute to the Kansas Public Employees Retirement System (KPERS). Voluntary retirement contributions are offered with Nationwide, Mission Square, and Empower KPERS 457.

  • Paid Holidays - 10.5 paid holidays per year plus one additional floating holiday.
  • Paid Vacation - 12 to 26 days per year based on years of service.

  • Paid Parental Leave - up to 6 weeks of paid leave.
  • Education Reimbursement, Professional Development. Certifications/Licensure - The City will reimburse up to $8,000 per calendar year for tuition and fees. Professional Development funds are based on department budget. Certification/licensure may be reimbursed by the City.
