Job description

Risk Mitigation Analyst Team Lead - (Risk Mitigation Unit) The Risk Mitigation Unit Lead takes over where analysis ends, and action begins in the Entity Vetting lifecycle. You lead the team responsible for negotiating, implementing, and monitoring the legal agreements (e.g., SSAs, Proxy Agreements) that allow companies with foreign investment to hold facility clearances. You are the architect of the "Yes, if..." solution.   Security Clearance: Active Top-Secret clearance with SCI eligibility (Tier 5 Investigation) Location: Quantico, VA   Key Responsibilities:   * Strategy Development: Oversee the drafting of Risk Management Strategies (RMS) and FOCI Action Plans for ~4,000 cases annually.
* Negotiation Support: Support the Government in negotiating mitigation agreements with corporate counsel and executives.
* Compliance Oversight: Manage the schedule of annual compliance reviews, site visits, and self-attestation audits to ensure mitigated companies are following the rules.
* National Interest Determinations (NID): Supervise the preparation of NID packages for companies requiring access to proscribed information. 
Minimum Requirements  * Experience: 8+ years in risk management, corporate compliance, legal analysis, or industrial security auditing.
* Education: Bachelor’s Degree in Law, Business, Risk Management, or related field.
* Skillset: Deep knowledge of 32 CFR Part 117 (NISPOM) and FOCI mitigation instruments (SSA, Proxy, Board Resolutions).
