Job description


Join Oracle's cloud infrastructure organization at the forefront of global cloud expansion. As a Program Manager, you will lead the end-to-end delivery of complex cloud build programs in highly regulated, security-sensitive, and isolated environments. This role is responsible for coordinating large, cross-functional initiatives across planning, design, construction, deployment, validation, security hardening, accreditation readiness, and operational handoff.
You will operate in environments where standard delivery processes must be combined with careful issue resolution, customer-specific requirements, and the development of repeatable delivery methods for future programs. The role includes close coordination across engineering, operations, security, compliance, supply chain, networking, service readiness, facilities, and customer stakeholders to bring new cloud environments online safely, efficiently, and at scale.
Responsibilities
Qualifications
  • Strategic Program Leadership: Proven ability to develop, drive, and execute complex, large-scale infrastructure or operational programs aligned to business objectives. Experienced in translating strategic goals into actionable plans with clear ownership, milestones, dependencies, and delivery criteria.
  • Operational Delivery in Regulated Environments: Demonstrated experience managing programs with elevated security, compliance, or customer-specific constraints. Able to balance standardization with exception handling and convert one-time challenges into durable process improvements.
  • Infrastructure and Build Readiness: Experience coordinating data center, hardware, networking, supply chain, logistics, and site readiness activities. Comfortable managing ordering dependencies, design approvals, lead times, facility readiness, and vendor coordination.
  • Technical Acumen: Solid understanding of cloud infrastructure, service dependencies, deployment workflows, operational support models, and secure environment constraints. Experience managing programs in cloud services or related technical domains is strongly preferred.
  • Analytical and Data-Driven: Strong analytical skills with experience tracking milestones, readiness signals, capacity assumptions, operational constraints, and program performance to guide decision-making and continuous improvement.
  • Collaboration and Communication: Exceptional written and verbal communication skills. Proven ability to align engineering, operations, supply chain, compliance, security, and business stakeholders around shared plans and decisions.
  • Execution Under Ambiguity: Strong problem-solving skills in environments where processes, policies, or technical approaches may still be maturing. Comfortable identifying gaps, driving decisions, and formalizing new workflows as programs evolve.

Responsibilities
  • End-to-End Program Delivery: Lead the program management of complex cloud expansion initiatives across the full lifecycle, from early planning and design through construction, deployment, validation, security hardening, accreditation readiness, and operational handoff. Manage stage-gate readiness, key dependencies, and execution risk throughout.
  • Planning and Design Coordination: Drive workstreams for site planning, operations readiness, migration planning, service readiness, and facility design. Ensure requirements are translated into executable plans, approved baselines, and clear decision records.
  • Procurement and Ordering Management: Coordinate standard ordering procedures across materials planning, design approvals, vendor alignment, lead-time tracking, logistics planning, and delivery readiness. Partner with engineering, supply chain, and build teams to ensure infrastructure and hardware arrive on time and in the required configuration.
  • Deployment and Readiness Management: Orchestrate prerequisites for deployment, including access planning, service dependencies, environment readiness, validation sequencing, and operational control points. Work across technical and operational teams to prepare secure environments for launch and steady-state operations.
  • Security and Compliance Integration: Coordinate security- and compliance-driven workstreams such as restricted-access operating models, environment hardening, secure transfer processes, artifact handling, support model readiness, and customer accreditation dependencies. Ensure delivery plans remain supportable within contractual and regulatory boundaries.
  • Cross-Functional Issue Resolution: Identify risks, blockers, and one-off issues early, then drive structured resolution across teams. Convert lessons learned into reusable standards, templates, and knowledge resources that improve future delivery programs.
  • Operational Transition Planning: Ensure each environment is ready for steady-state operations by coordinating support ownership, monitoring expectations, runbooks, staffing dependencies, and handoffs across technical, operational, and customer teams.
  • Stakeholder and Customer Engagement: Serve as a central program lead across internal leadership, engineering, operations, external vendors, and customer stakeholders. Maintain alignment on scope, schedule, risks, assumptions, and decision timelines throughout the program lifecycle.
  • Continuous Improvement: Help mature delivery playbooks for secure and highly regulated cloud environments by identifying recurring patterns, improving governance, and defining standard work for future builds.

US: Hiring Range in USD from: $102,300 to $209,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
