Pay Grade:E4

Job Type:Regular, Full-Time

General Functions:

The Eligibility Manager provides leadership and management oversight for eligibility determination and benefit administration across multiple Financial Assistance programs. This position directly supervises eligibility staff and ensures accurate, timely processing of applications for TANF, General Assistance, Burial Assistance, Childcare assistance and other critical support services. Working in partnership with our people, the Eligibility Manager develops opportunities that fulfill our endless potential by ensuring program compliance, maintaining fiscal accountability, and fostering an environment of continuous improvement. The role requires strong leadership abilities to promote effective teamwork while upholding CITC's mission of serving Alaska Native and American Indian participants.

Duties and Responsibilities:

Provide direct supervision and leadership to Eligibility Technicians I, II, III, IV and Lead Eligibility Specialist position.

Oversee accurate data entry and processing for Common Application, Tribal TANF, BIA General Assistance, Burial Assistance, Supportive Services, Employment Services, Tribal Heating Assistance, Child Care Assistance, and Emergency Short-Term Assistance programs.

Ensure all programs meet state, federal, and granting agency goals, objectives, policies, and regulatory requirements through comprehensive oversight.

Collaborate with Senior Managers and department leadership to ensure effective communication, accountability, and alignment with organizational goals.

Develop, update, and implement program policies and procedures regularly, assisting with PL 102-477 plan updates as needed.

Manage program budgets, track expenditures, and ensure fiscal accountability for all benefits distribution and supportive services.

Oversee and approve participant eligibility, authorization of services, and billings for childcare providers.

Approve communication on behalf of Childcare Quality Grants programs and collaborate with CITC's communications team for development and distribution of print and electronic media.

Conduct comprehensive file reviews to identify accuracy issues and training opportunities while escalating policy concerns to Senior Manager.

Coordinate and ensure site visits with providers are conducted to identify needs and educational opportunities.

Coordinate with Financial Assistance Trainers to identify trends and implement ongoing training programs for eligibility staff on policies, procedures, and database navigation.

Prepare and submit quarterly statistics, narratives, and all required internal and external program reports within established timelines.

Provide technical support and guidance to tribal village sub-contractors and partner agencies on state and national levels.

Administer Grievance and Appeal processes according to established policies and procedures, ensuring compliance and timely resolution.

Maintain proficiency in State Eligibility Information System (EIS), Apricot Social Solution database, and all FAD program databases.

Track and approve Quality Improvement activities and expenditures, developing innovative approaches to enhance service delivery.

Represent CITC's mission and values while collaborating with internal teams, partner agencies, and community stakeholders.

Perform all related duties as needed and assigned.

Ability to maintain strict confidentiality in compliance with CITC policies and procedures.

Minimum Core Competencies:

Minimum Qualifications:

Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.

Bachelor's degree in Social Services, Business Management, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.

Two (2) years of experience in personnel management.

Two (2) years of supervisory experience.

Two (2) years of experience in budget management.

Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Preferred Qualifications

Previous experience in employment, training, or social service programs and non-profit management.

Master's degree in Business Management, Human Services, or related field.

Previous experience in Temporary Assistance to Needy Families program management.

Experience with other eligibility-based programs such as Food Stamps, Adult Public Assistance, General Assistance, and Medicaid.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.

The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.

Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
