Job description

Baystate Health is seeking a system-level staffing executive to lead enterprise-wide nursing staffing strategy across a complex, multi-hospital health system. This is a highly visible leadership role for a proven operator at scale-someone who has led centralized staffing across large, matrixed organizations and can translate workforce strategy into measurable outcomes across quality, experience, and cost.

This leader will shape the future of staffing at Baystate-advancing predictive workforce models, reducing agency reliance, strengthening internal resource pools, and ensuring the right caregiver is in the right place at the right time across the system.

RESPONSIBILITIES: Reporting to the Vice President of Clinical Business Operations, the System Director will lead the Central Staffing Office (CSO) as a strategic enterprise function-moving beyond transactional staffing to a data-driven, system-optimized workforce model.

You will oversee a team of leaders and professionals responsible for real-time staffing operations, while also driving long-term workforce planning, system standardization, and financial performance improvement.

Enterprise Staffing Strategy & System Optimization

  • Lead the design and execution of system-wide staffing models aligned to acuity, census variability, and workforce capability across multiple hospitals and care settings
  • Build and advance predictive staffing capabilities, leveraging analytics to proactively manage demand, surge planning, and capacity constraints
  • Standardize staffing practices across the system to reduce variation and improve quality, efficiency, and caregiver experience
  • Serve as a key advisor to executive and nursing leadership on workforce strategy and system capacity planning

Operational Excellence at Scale

  • Oversee centralized staffing operations as a 24/7 enterprise command center, ensuring optimal deployment of nursing resources across the system
  • Drive performance across key metrics including productivity, premium labor, agency utilization, and fill rates
  • Lead large-scale process improvement initiatives that enhance responsiveness, throughput, and operational reliability
  • Establish and monitor KPIs, dashboards, and governance structures to sustain performance

Financial Stewardship & Workforce Economics

  • Own staffing-related financial performance, including multimillion-dollar labor budgets and productivity targets
  • Develop and implement strategies to reduce contract labor dependency and optimize internal labor pools
  • Partner with finance and nursing leadership on FTE modeling, workforce planning, and scenario analysis
  • Translate workforce data into actionable insights that drive margin improvement without compromising care

Technology & Workforce Systems Leadership

  • Champion the optimization and integration of enterprise staffing technologies (e.g., Cerner, Kronos, TeleTracking)
  • Lead system-wide adoption of tools that enable real-time decision-making and predictive analytics
  • Ensure data integrity, reporting accuracy, and alignment with quality and patient safety priorities

Executive Collaboration & Influence

  • Operate as a system-level influencer, partnering across nursing, HR, finance, operations, and executive leadership
  • Lead enterprise conversations on workforce strategy, staffing governance, and labor optimization
  • Represent staffing operations in system-wide committees and strategic initiatives
  • Build strong internal and external partnerships to advance workforce innovation

Leadership & Culture

  • Build, lead, and develop a high-performing team of staffing leaders and professionals
  • Foster a culture of accountability, urgency, transparency, and continuous improvement
  • Elevate the CSO from a transactional function to a strategic, value-driving enterprise capability

QUALIFICATIONS:

We are seeking a leader who has operated at scale and understands the complexity of system-level staffing.

  • 15+ years of progressive leadership experience in healthcare operations, with significant experience in enterprise or multi-hospital staffing models
  • Demonstrated success leading centralized staffing functions or workforce operations in large, complex health systems
  • Proven ability to influence senior leaders and drive change in highly matrixed environments
  • Deep expertise in workforce analytics, labor optimization, and staffing technologies
  • Track record of improving financial performance, reducing agency spend, and optimizing labor models
  • Strong executive presence, with the ability to translate data into strategy and action

EDUCATION:

  • Bachelor's degree required; Master's degree strongly preferred (MSN, MHA, MBA, or related field)
  • RN required if in a clinical track, with appropriate academic credentials

Note: The compensation range(s) in the table below represent the base salaries for all positions at a given grade across the health system. Typically, a new hire can expect a starting salary somewhere in the lower part of the range. Actual salaries may vary by position and will be determined based on the candidate's relevant experience. No employee will be paid below the minimum of the range. Pay ranges are listed as hourly for non-exempt employees and based on assumed full time commitment for exempt employees.
