The Opportunity:
The Hybrid Architecture and Development for Experimental Systems (HADES) contract provides prototype and operational satellite ground systems, satellite operations centers (SOCs), and support services. The contract performs satellite ground system and satellite operations center engineering, development, integration, and sustainment, and associated support services primarily at, but not limited to, the Research, Development, Test, and Evaluation (RDT&E) Support Complex (RSC) at Kirtland Air Force Base, Albuquerque, New Mexico.
  • The Program Manager for the HADES contract will lead all aspects of program execution supporting Ground Control, Ground Support, Jaguar, and hybrid-cloud mission environments.
  • This role provides full lifecycle leadership spanning contract transition, engineering sustainment, cybersecurity integration, mission operations support, and IDIQ task order performance.
  • The Program Manager is responsible for ensuring responsiveness, schedule adherence, technical quality, and coordinated cross functional performance in support of Space Systems Command mission objectives.
  • The position requires proactive engagement with government partners, mission stakeholders, external contractors, and internal teams to ensure consistent, high quality delivery.
  • The Program Manager serves as the primary point of contact to the Government for all contract matters and overall HADES program direction.

Responsibilities:
  • Provide overall program leadership, direction, and oversight for all HADES activities, including engineering, development, integration, sustainment, and mission operations support.
  • Lead cost, schedule, performance, staffing, risk, and quality management activities across all HADES task orders.
  • Ensure the technical quality of work products and maintain alignment with government requirements, performance thresholds, and mission objectives.
  • Direct integrated teams across engineering, sustainment, software, cybersecurity, and logistics to ensure unified execution and system readiness.
  • Coordinate closely with government leads to ensure successful implementation of ground systems, SOCs, POCs, and hybrid cloud architectures.
  • Serve as the primary interface for all internal and external stakeholders, including mission partners and cross functional IPTs.
  • Manage contract transition, staffing, onboarding, and the establishment of full operational capability.
  • Support high tempo operations, including after hours or surge activities, to ensure uninterrupted mission execution.
  • Oversee performance metrics, service levels, system availability, and reporting requirements across all environments.
  • Develop and maintain program documentation, plans, schedules, risk registers, status reporting, and executive level updates.

Qualifications:
Required:
  • TS/SCI clearance with Polygraph eligibility.
  • Ten or more years managing large, complex DoD or Intelligence Community programs involving ground systems, hybrid cloud architectures, or mission operations environments.
  • Proven experience leading IDIQ portfolios or multi task order environments and managing performance across engineering, operations, cybersecurity, and logistics.
  • Demonstrated ability to direct cross functional teams and manage contractor and subcontractor personnel in support of mission success.
  • Experience managing risk, performance metrics, system availability requirements, and program reporting.
  • Strong ability to coordinate effectively with government customers, mission partners, and multi organization IPTs.

Desired:
  • PMP, PgMP, or equivalent advanced program management certification.
  • Experience with cloud enabled C2 systems, hybrid cloud ground architectures, or modernization of satellite ground systems.
  • Experience supporting high tempo mission operations and rapid response environments.
  • Familiarity with SSC, SYD89/SDG mission areas or prior experience managing ground system sustainment programs.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
