Job description

Habitat for Humanity of Greater Charlottesville (“Habitat”) is a cutting-edge non-profit housing and community development organization creating simple, decent, affordable homes in partnership with low-income families, volunteers, and the communities of the Greater Charlottesville region. We are advocates, promoting innovations and policy solutions designed to increase the affordable housing supply across the communities we serve. Home construction capacity is multiplied by a volunteer labor force including homeowner families, corporate, civics, and faith groups. Habitat is an affiliate of Habitat for Humanity International (“HFHI”), a global ministry working to end housing poverty worldwide.

In 2013, Habitat completed construction at Sunrise, the first trailer park transformation in the nation without resident displacement. Currently, Habitat is redeveloping the Southwood Mobile Home Park with similar objectives. Southwood is the area’s largest single concentration of affordable housing and its greatest remaining redevelopment opportunity. When complete, the redeveloped Southwood will be unprecedented in scale nationally. Habitat has also partnered with the Piedmont Housing Alliance and the City of Charlottesville to purchase the Carlton Mobile Home Park. In the short term, our plan is to manage the park responsibly while helping residents develop the collective capacity to be leaders in the eventual redevelopment of the property into a mixed-income community without resident displacement.

Habitat is a national pioneer in mixed-income community development. To date, Habitat has contributed to 12 mixed-income neighborhoods and built and sold almost 400 homes.

The Homeowner Stability Manager (HSM) is a member of Habitat's Department of Family and Community Partnerships, with a dual mission: protecting the integrity of Habitat's mortgage portfolio while empowering homeowners to achieve lasting stability.

Central to this role is foreclosure prevention. The HSM monitors loan performance, identifies early signs of financial distress, and works proactively with homeowners to develop individualized solutions — including repayment plans, forbearance agreements, and loan modifications — in collaboration with financial coaches, legal partners, partnering banks, and mortgage servicing agencies.

Post-closing, the HSM serves as the primary point of contact for homeowners navigating the responsibilities of homeownership — providing education on mortgage payments, escrow management, and cost-saving strategies; facilitating workshops on financial stability and foreclosure prevention; enforcing deed restrictions; and guiding homeowners through the resale process if/when the time comes. Bilingual proficiency in English and Spanish is essential for this position.

DUTIES AND RESPONSIBILITIES 

Delinquency and Foreclosure support: 

  • Plan and facilitate regular mortgage delinquency case consultation meetings. 
  • Review Delinquency reports each month and update delinquency tracker as appropriate; ensure timely entry of all notes/documentation into Air Table and Outcome Tracker.
  • Manage all outreach and communication (verbal and written) with delinquent homeowners per HFHGC’s foreclosure prevention protocols.
  • Provide individualized counseling to assist delinquent homeowners address financial concerns and create an action plan to maintain their home; review financial documents to determine eligibility for loan modification and/or other steps needed to prevent foreclosure; assist with completion of the Borrower Assistance Packet for Virginia Housing.
  • Plan, develop and facilitate post-purchase group workshops.
  • Stay current on industry best practice; increase knowledge and skills through training.
  • Work with CPO and CFO to prepare analyses, reports and memos regarding mortgage delinquencies for President and the EC as requested; Provide recommendations for loan modification or foreclosure and take action as approved by EC/Board.
  • Work with the CPO and CFO to manage the foreclosure process: manage communication between attorneys, realtors, Virginia Housing and any other involved parties; counsel homeowner throughout the entire process, including explanation and navigation of all available options (deed in lieu of foreclosure, sale of home, foreclosure, etc.) and timelines.

Closing Support

  • During high-volume closing periods, assist Closing Manager with preparation of closing files and facilitating closing meetings with homebuyers.
  • Review mortgage and legal documents for accuracy and compliance with federal, state, and Habitat regulations.
  • Schedule and facilitate meetings with first-time homebuyers to explain closing logistics and processes and ensure translation/accommodation needs are met.
  • Verify homeowner insurance, property tax, and escrow setup prior to closing.

Post-closing Homeowner Support

  • Educate and support homebuyers around establishing mortgage payment options (check, money order, online portal, etc.).
  • Provide workshops and classes for homeowners on foreclosure prevention, financial capacity building, escrows, selling your home, etc. 
  • Serve as the primary point of contact for homeowners with inquiries regarding their mortgage, delinquencies, selling their home, etc.; respond to inquiries in a timely manner or refer to the appropriate staff member for further assistance.
  • Review escrow assessments with homeowners and counsel them on ways to lower their monthly payments (tax relief, homeowner insurance shopping, etc.).
  • Monitor and enforce deed restrictions to ensure ongoing compliance with Habitat's homeownership requirements and protect the long-term affordability of the housing portfolio.
  • Support homeowners navigating the resale process, including explaining resale restrictions, coordinating with the mortgage team and legal partners, and connecting sellers with appropriate resources to ensure a smooth and compliant transition.

Miscellaneous

  • Provide administrative support for Department of Family and Community Partnerships as requested, specifically Spanish interpretation and translation for team-wide priorities (i.e. meetings, events, written material, etc).
  • Obtain and maintain all required certifications including Qualified Loan Originator and HUD Housing Counselor.

QUALIFICATIONS AND EXPERIENCE 

  • Obtain and maintain all required certifications: HUD housing counseling; QLO, AML, etc.
  • Familiarity with state and federal mortgage regulations such as Fair Housing, ECOA, RESPA, MPAR, etc and HFHI policies.
  • Excellent interpersonal skills.
  • Strong English and Spanish communication skills, both written and oral.
  • Ability to effectively synthesize and communicate complex mortgage terms and financial concepts to homebuyers with limited educational backgrounds.
  • Ability to work effectively and compassionately with low-income residents from diverse racial/ethnic backgrounds.
  • Strong group facilitation skills. 
  • Ability to develop and maintain effective working relationships with volunteers, colleagues and Board and committee members.
