Job description

THE POSITION The Human Resource Analyst 3 position with the Labor Relations Division of the Department of Corrections, Human Resource Office offers an exciting opportunity to guide important employee services and relations programs. You will work with leaders across the agency to strengthen workplace practices and support fair processes. This role gives you the chance to use your judgment, communication skills, and policy knowledge to make a meaningful impact.

DESCRIPTION OF WORK This role manages multiple employee service programs, provides guidance to agency leadership, and supports complex labor relations matters across the Department of Corrections. As a Human Resource Analyst 3, you will perform the following duties: Program Oversight: Lead key employee service programs and update policies to ensure compliance with changing requirements Management Guidance: Advise managers on contract interpretation, disciplinary decisions, and workplace issues involving employee services Case Representation: Present agency positions during grievance meetings and assist attorneys with documentation for labor proceedings Discipline Coordination: Chair Pre-Disciplinary Conferences and review discipline requests for consistency and defensibility Investigation Review: Conduct and review investigations to determine whether additional evidence is needed to support disciplinary action Training Delivery: Develop and present training on employee services, employee relations, and contract updates Interested in learning more.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week upon successful completion of a 6-month probationary period.

In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Mechanicsburg. The ability to telework is subject to change at any time.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or An equivalent combination of experience and training. Other Requirements: You must meet the PA residency requirement.
