Position Overview:
The Performance Analyst supports the analysis of user performance needs and translates those needs into actionable, testable IT system requirements within a government contracting environment. This role develops test scripts, evaluates performance reports across all phases of system testing, and produces formal documentation of findings and recommendations. The Performance Analyst ensures that IT system requirements are comprehensively assessed, traceable, and clearly communicated to stakeholders through oral and written reporting, contributing to the delivery of high-quality federal health IT solutions.
Please note this position is contingent upon award (July/Aug 2026)
Key Responsibilities:
โ€ข Analyze user performance needs and translate findings into actionable, testable IT system requirements documents
โ€ข Develop comprehensive test scripts to ensure thorough assessment of system performance against each defined requirement
โ€ข Execute or support execution of performance testing across all development and testing phases (unit, integration, system, UAT, regression)
โ€ข Evaluate performance reports and testing results, documenting findings in formal test reports with clear traceability to requirements
โ€ข Trace test results to requirements and present findings in clear oral and written reports to technical and non-technical stakeholders
โ€ข Identify performance deficiencies, document defect reports, and coordinate with development teams to resolve issues
โ€ข Develop and maintain requirements traceability matrices (RTMs) to ensure full coverage of system requirements throughout testing lifecycles
โ€ข Participate in requirements reviews, test readiness reviews, and post-testing retrospectives.
โ€ข Support development and maintenance of performance measurement frameworks aligned with program KPIs and success criteria
โ€ข Prepare and deliver status briefings, technical reports, and presentations communicating testing progress and outcomes
Required Qualifications:
โ€ข Bachelor's Degree in Information Technology, Computer Science, Systems Engineering, Health Informatics, or a related technical field
โ€ข Minimum of 5 years of experience in performance analysis, system testing, or IT requirements analysis
โ€ข Demonstrated experience analyzing user performance needs and developing testable IT system requirements
โ€ข Proficiency in creating test scripts, test plans, and test procedures for complex IT systems.
โ€ข Experience conducting system performance evaluations across multiple testing phases and documenting results in formal test reports
โ€ข Ability to trace test results to system requirements and present findings in both oral and written formats
โ€ข Familiarity with requirements management and test management tools (e.g., JIRA, HP ALM/Quality Center, Azure DevOps)
โ€ข Knowledge of software development lifecycle (SDLC) methodologies and their testing implications
โ€ข Strong written and verbal communication skills; ability to develop formal reports and present findings to diverse audiences
Preferred Qualifications:
โ€ข Experience working with the Veterans Health Administration or a similar federal health agency (CDC, CMS, DHA, HHS, etc.)
โ€ข Active security clearance or ability to obtain one
โ€ข International Software Testing Qualifications Board (ISTQB) Certified Tester Foundation Level or higher
โ€ข Certified Software Quality Engineer (CSQE), or equivalent certification
โ€ข Familiarity with VA system testing environments, VistA testing protocols, or VA EHRM (EHR Modernization) performance test activities
โ€ข Experience in Agile or SAFe testing roles, including sprint testing, regression, and continuous integration pipelines
โ€ข Knowledge of federal security testing requirements, including FISMA assessment and authorization (A&A) testing processes
โ€ข Experience with load/stress testing tools (e.g., Apache JMeter, LoadRunner) and performance benchmarking in healthcare IT environments
