The Opportunity

Spiniello is seeking an experienced Estimator to join our growing Mid-Atlantic team and play a key role in delivering successful underground utility and heavy civil infrastructure projects.

This position offers the opportunity to lead the estimating process from bid strategy through proposal submission, helping secure complex projects that strengthen critical infrastructure throughout the region. Working closely with the Chief Estimator, Project Managers, clients, subcontractors, and vendors, the Estimator will develop accurate, competitive cost estimates while supporting the company's continued growth and operational success.

Reporting directly to the Chief Estimator, this individual will be responsible for preparing comprehensive estimates, evaluating project risks, coordinating subcontractor pricing, and providing technical expertise throughout the preconstruction process.

Who This Role Is Designed For

This role is designed for a highly analytical construction professional who thrives in a fast-paced, collaborative environment and enjoys solving complex challenges before the first shovel hits the ground.

The ideal candidate has experience estimating underground utilities, heavy civil, water, wastewater, or pipeline rehabilitation projects and understands both the technical and commercial aspects of competitive bidding.

Success in this role requires sound judgment, attention to detail, strong communication skills, and the ability to manage multiple bids while working collaboratively with operations, clients, and subcontractors.


Key Responsibilities

Estimating & Preconstruction

  • Prepare detailed cost estimates and complete bid packages for heavy civil and underground utility construction projects.
  • Perform quantity takeoffs from plans and specifications.
  • Solicit and evaluate subcontractor and supplier quotations.
  • Review contract documents to identify project risks, special requirements, and bidding considerations.
  • Prepare complete bid files and supporting documentation.


Bid Management

  • Participate in pre-bid meetings, site visits, client meetings, and pre-construction meetings.
  • Coordinate with Project Managers and field personnel to validate labor, equipment, and production assumptions.
  • Ensure estimates accurately reflect project scope, schedule, construction methods, and contractual requirements.
  • Support pricing for change orders and additional work throughout project execution.


Collaboration & Continuous Improvement

  • Analyze estimated versus actual project costs to improve future estimating accuracy.
  • Build and maintain strong relationships with clients, subcontractors, suppliers, and internal stakeholders.
  • Provide estimating expertise to project teams throughout the project lifecycle.
  • Contribute to the continuous improvement of estimating processes, databases, and best practices.


Qualifications

Required

  • Bachelor's degree in Construction Management, Civil Engineering, or a related field.
  • Minimum of five years of construction estimating experience.
  • Strong knowledge of underground utilities, pipeline rehabilitation, heavy civil construction, and open-cut installation methods.
  • Expert ability to read and interpret construction drawings, specifications, and contract documents.
  • Experience using HeavyBid estimating software.
  • Excellent analytical, organizational, and communication skills.
  • Ability to manage multiple estimates and deadlines simultaneously.


Preferred

  • Previous Project Management experience.
  • Business development or client-facing experience.
  • Working knowledge of construction codes and multiple construction trades.
  • Demonstrated ability to collaborate across estimating, operations, and executive leadership teams.
