ActioNet is looking for a Spectrum Manager to join our team in Vienna, VA. The Spectrum Engineer is Senior engineer with experience measuring and analyzing unique RF spectrum usage across Base Area Networks(BAN).
Key Responsibilities
  • Senior engineer with experience measuring and analyzing unique RF spectrum usage across BAN.
  • Familiar with and collects data from various spectrum analyzers/equipment.
  • Determines best-fit/best-use for RF equipment and antennae.
  • Ensures compliance with HERO, TEMPEST, and other RF emission standards. Knowledgeable about a wide range of communications systems and devices.
  • Must have well-versed knowledge of Spectrum XXI, SFAFs, Host Nation Coordination, Equipment Spectrum Certification, EL-CID/Stepstone familiarization, and SSRAs.
  • Knowledge of DoD and Service-specific spectrum regulatory processes. Knowledge of national and international spectrum tables of allocations.
  • Practical demonstrated experience and knowledge of national, DoD spectrum certification and frequency assignment processes.
  • Expert knowledge of spectrum management tools and databases.
  • Knowledge of spectrum reallocation and spectrum sharing.
  • Generates, submits, and tracks frequency proposals and assignments.
  • Reviews spectrum certifications and spectrum planning documentation.
  • Reviews and coordinates host nation supportability requirements and provides input to SSRAs.
  • Supports experimental frequency proposals for testing as required. Coordinates with appropriate Federal, non-Federal, military, and other officials of the United States and foreign countries to carry out the above actions.
  • Navigates multiple spectrum and frequency allocation databases to find information on systems of interest and applies this information to various platforms. Researches and evaluates spectrum-dependent system and equipment characteristics along with performance criteria.

Required Qualifications
  • Degree: Technical BA/BS degree;
  • Experience: 7 years with BA/BS degree;
  • Commensurate: High School diploma or associate degree with a minimum of 10 years performing as a Spectrum Analyst or Manager in DoD or commercial environment supporting large, complex networks;
  • Specific Skills: Experience supporting DoD projects, specifically network modernization projects; proficient with MS Office Suite (Excel, Word, PowerPoint);
  • Certifications: NTIA Spectrum Management Training or similar coursework;
  • Clearance: Secret
