The Opportunity
Are you looking for a challenging Engineering position working with an extremely talented software team developing the future of Navy EW systems now? Spectral is a $1.2B program to provide the U.S. Navy's next-generation SIGINT, EMW, and IO weapon system. The Spectral system is critical to the ability for our forces to fight and win in the increasingly sophisticated and complex EW threats of our adversaries.
Do you enjoy fostering the careers of Software Engineers and contribute on program at the same time? CACI is looking to hire a Senior Software Manager to join our division and execute on Spectral as the Delivery Execution Lead / Release Train Engineer (RTE). You will manage a cross-functional team of software engineers of mixed disciplines and be responsible for their professional growth and engagement with the program. The ideal candidate will have a strong technical background combined with excellent leadership and communication skills.
Responsibilities:
Agile Delivery Leadership & Coordination
  • Lead and coordinate multiple Agile teams to deliver integrated solutions across the program.
  • Facilitate program-level Agile ceremonies such as Planning Interval (PI) Planning, Scrum of Scrums, and cross-team syncs.
  • Ensure alignment between team-level execution and program-level objectives and milestones.
  • Act as a liaison between Agile teams and program/engineering leadership.

Execution, Impediment & Dependency Management
  • Identify, track, and help remove impediments escalated from Scrum Masters and teams.
  • Manage cross-team dependencies and ensure coordination across software and supporting teams.
  • Oversee and actively manage risks impacting delivery, ensuring visibility and mitigation strategies are in place.
  • Maintain and communicate integrated delivery plans, release schedules, and scope.

Communication & Stakeholder Alignment
  • Serve as a central communication hub across Scrum teams, support teams (e.g., cybersecurity, test & evaluation, training), and program leadership.
  • Ensure timely and transparent communication of priorities, risks, and delivery status.
  • Support alignment between technical teams and management through clear, consistent communication.

Agile Coaching & Team Enablement
  • Coach and support Scrum Masters and teams on Agile practices, processes, and execution discipline.
  • Reinforce accountability across teams, ensuring commitments are understood and met.
  • Promote a culture of continuous improvement, collaboration, and high performance.

Metrics, Reporting & Transparency
  • Gather, analyze, and present Agile delivery metrics (e.g., velocity, predictability, burn-up/down, flow).
  • Provide data-driven insights into program health, risks, and performance trends.
  • Use metrics to identify improvement opportunities and drive execution outcomes.

Release Management & Demonstrations
  • Define, implement, and manage a structured release management process.
  • Coordinate and communicate release content, scope, and timelines across stakeholders.
  • Support and facilitate sprint reviews, system demos, and integrated capability demonstrations.
  • Ensure alignment of delivered functionality with planned release objectives.

Functional Manager
  • Team building; mentor junior developers in software development best practices
  • Sign and ensure teammates' timesheets are compliant
  • Coordinate team tasking with other managers and Product Team leads on program and within the division
  • Team size ranges from 5-10 software engineers

Qualifications Required
  • U.S. Citizenship with ability to obtain and maintain required government clearance
  • Bachelor's degree in Computer Science, Engineering, Information Systems, or related field (or equivalent experience).
  • 7+ years of experience in Agile software delivery environments.
  • 3+ years of experience coordinating multiple Agile teams or operating in a scaled Agile environment.
  • Strong understanding of Agile frameworks (Scrum, Kanban, SAFe, or equivalent).
  • Experience facilitating program-level Agile events and managing cross-team execution.
  • Strong communication, leadership, and stakeholder management skills.
  • Experience with Agile tools (e.g., Jira, Agility, Rally).

Desired
  • Agile Certifications (PMI-ACP, CSM, etc.)
  • SAFe certifications (RTE, SA, SPC) or equivalent experience scaling Agile delivery.
  • Experience supporting federal government or large enterprise programs.
  • Background as a Scrum Master, Product Owner, or Delivery Lead.
  • Familiarity with DevOps, CI/CD pipelines, and modern software delivery practices.
  • Experience supporting system integration, test events, or release coordination activities.

A Top-Secret clearance is required to begin employment, however, as a requirement of continued employment in this position you will be required to obtain a TS/SCI clearance.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
