Job description

Concept Solutions is seeking an experienced Marine Operations Software Development Lead to lead the design, development, modernization, integration, and sustainment of mission-critical software applications supporting maritime operations and enterprise business systems.
This hands-on technical leadership role is responsible for guiding Agile development teams, delivering secure and scalable software solutions, and implementing modern DevSecOps practices. The ideal candidate has experience leading enterprise application development, mentoring technical teams, and delivering innovative solutions in complex operational environments.
This position is contingent upon contract award and may require successful completion of customer-specific screening and clearance requirements.
  • Lead the architecture, design, development, testing, deployment, and maintenance of enterprise software applications.
  • Provide technical leadership to Agile development teams throughout the software development lifecycle.
  • Design and develop secure web applications, APIs, system integrations, and workflow automation solutions.
  • Modernize legacy applications using cloud-native technologies and contemporary development frameworks.
  • Collaborate with stakeholders to gather requirements, define technical solutions, and deliver high-quality software products.
  • Implement DevSecOps best practices, including CI/CD pipelines, automated testing, source control, and secure coding standards.
  • Integrate applications with enterprise platforms such as Microsoft 365, Azure, SharePoint, identity management services, and relational databases.
  • Support production systems through troubleshooting, performance optimization, and software enhancements.
  • Establish development standards, perform code reviews, and mentor software engineers.
  • Prepare technical documentation, system designs, and operational procedures.

Requirements
  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, or related field (or equivalent experience).
  • 5+ years leading and supporting software development teams.
  • Experience with Agile methodologies.
  • Strong proficiency with C#/.NET, Java, Python, JavaScript/TypeScript, React, or Angular.
  • Experience with REST APIs, SQL Server/PostgreSQL, Git, Azure DevOps, and CI/CD.
  • Knowledge of secure software development and cybersecurity principles.
  • Excellent analytical, communication, and problem-solving skills.
  • Ability to obtain and maintain a U.S. Government Public Trust clearance.

Preferred Qualifications
  • Enterprise IT modernization experience.
  • Experience supporting logistics, transportation, asset management, maintenance, or operational environments.
