Position Summary
GENERAL SUMMARY: This position is responsible for monitoring all grants within the Community Development division for comprehensive compliance. Working closely with the Community Development Manager, this position reviews all contracts and associated documents for compliance to ensure inclusion of all applicable regulations. This position assists the Manager with planning and budgeting for all grants, including CDBG entitlement funds.
DISTINGUISHING FEATURES OF THE CLASS: Under the general supervision of the Community Development Manager, work in this class involves technical and professional responsibility for monitoring the City's grant compliance, including federal regulations and budgetary responsibilities. Employees in this class are expected to exercise individual initiative, judgment, and discretion. Work involves administrative and budgetary duties, including the functional supervision of staff responsible for grant compliance. Work is reviewed by the Manager through reports, conferences, meeting compliance objectives, and results achieved.
Job Duties
JOB DUTIES:
  • Responsible for the monitoring of all grants for comprehensive compliance.
  • Review all contracts, forms, documents, and income guidelines annually for compliance to ensure all applicable regulations are included, updating as needed.
  • Provide functional staff support for all regulations for programs, including HUD, USDA, HOME, and others as needed.
  • Review and communicate to staff as needed all information required from Community Planning and Development Notices, Notices of Funding Opportunities (NOFOs), Policy Guidance (PGs), and other regulatory requirements.
  • Monitor environmental reviews.
  • Monitor production grant benchmarks and provide support for compliance as needed.
  • Monitor HUD Grants Management Systems (HHGMS, IDIS) to ensure compliance with reporting timelines.
  • Audit files and Grants Management System for accuracy.
  • Assist with planning and budgeting for all grants.
  • Responsible for planning, monitoring, and reporting for the City of Dubuque's Community Development Block Grant (CDBG) Entitlement funds.
  • Manage relevant work of City boards and/or commissions as needed.
  • Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Community Development and Affordable Housing -
    • Knowledge of CDBG and production grant programs, proficiency in federal, state, and local laws, including fair housing laws and environmental review requirements.
    • Knowledge of federal data management and reporting systems.
    • Understanding of federal, state, and local funding sources.
  • Customer Service -Knowledge of principles and processes for providing customer services.
  • Computers and Technology - Knowledge of and ability to use computer software applicable to the duties of the position.

Qualifications
MINIMUM QUALIFICATIONS:
  • At least three years of housing and grants program experience involving responsibility for monitoring compliance of federal grants.
  • Possession of a bachelor's degree in planning, development, management, public administration, or related field.
  • Experience working in a housing services, non-profit or government organization or environment.
  • Or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
  • Possession of or ability to maintain a valid Iowa Driver's License, or alternatively, the ability to travel independently throughout the community.

PREFERRED QUALIFICATIONS:
  • Master's degree in planning, development, management, public administration, or a related field.

  • Experience managing a U.S. Department of Housing and Urban Development grant program, specifically funded through the Office of Lead & Healthy Homes.

  • Office setting (government), predominantly indoor, climate-controlled environment.
